The speaker was Reginald Holley and his subject, rather an unusual one, was worm casts. He began by quoting Aristotle and Darwin, both of whom recognized the con- tributions made by earthworms as part of the natural cycle. The first step in the pro- cedure was to obtain the right type, prepare buckets containing peat loam, Mulched newspaper and grain and then deposit 50 worms in this mixture. The casts were then bagged and sold Turn to page 11 • By Alan Rivett BAYFIELD - A number of interested people attended a public meeting on February 17 to discuss a proposed zoning change for a property at the south edge of the village. Council was requested by the Huron County Planning Department to consider an application for a plan and zoning bylaw change for John Chapman on his property on Highway 21 between the Bayfield Lumber Co. and the Captain's Cove Restaurant. The request called for an amendment to the official plan and zoning bylaw which would change the property from a residential to a commercial zoning designation. -. The original request for the zoning change was made by Mr. Chapman, along with county planner Cindy Fisher, at the January 6 council meeting. There, Mr. Chapman announced his plans for a coin operated car wash and, at a later date, also revealed plans for a storage business to be built on the site. During the February 17 meeting, Cindy Fisher explained that Mr. Chapmman's application called for an amendment to the official plan of 1975, and to the zoning bylaw of 1969. The property, under the official plan, would be changed to a commercial zone from residential while, for the bylaw change, the property would be given a special commercial zone designation (C1) since Bayfield currently doesn't have a highway -commercial zone distinction. Ms. Fisher also explained that once the amendments are passed, there is a 35 -day period period were construction cannot occur. A notice of appeal has to be out within 15 days after which there is a 20 -day appeal period. If any appeals are filed, they will be passed on to the Ontario Municipal Board (OMB) who will appoint an impartial judge to make a decision on the objections. Reeve David Johnston asked the audience if they had any questions or ,concerns regarding the bylaw amendment. None were forthcoming, except for a letter from the Ministry of Transportation and Communications (MTC) which advised Mr. Chapman he would need a commercial entrance permit, but it cannot be granted because of insufficient frontage on the property. After an closed -door discussion on the application among the council members, they decided to accept the zoning amendments with a number of provisions attached to it. Reeve Johnston said Mr. Chapman will receive a licence which will allow outside storage of boats, marine trailers and recreational trailers. However, all other storage would be enclosed. He also said Mr. Chapman will also have to deal with the MTC regarding the insufficient setbacks on his property. Large repair bill for arena ice plant By Alan Rivett BAYFIELD. - Council here agreed to spend $10,000 to repair the ice plant at the Bayfield Arena and keep ice in the 'building for the rest of the hockey season at the council meeting on February 17. According to Councillor Jim Quick, who is also chairman of the Community Centre and Arena Management Board, the breakdown occurred on February 4 when a loss of freon, a component of ice -making, was noticed. After an inspection by the Diamond Refrigeration Company, they were told a faulty condensor was the cause of the problem. In explaining'the situation to council, Mr. Quick said the arena committee discussed the possibility of fixingthe condensor at a cost of $1,600, but there were no guarantees it would last. They decided against it in favor of replacing the condensor. "We've got to get back to the cold fact that we have to spend $10,000 to stay in the ice business. If we don't want to spend $10,000 we're out of the ice business," said Councillor Quick. Currently, the ice in the arena .is at the whim of Mother Nature with a few hockey games expected to be cancelled because of the mild weather. However, Councillor Quick said the repairs can commence as early as February 20 in order to ensure ice for the remainder of the winter season. The Charles Wain family was experiencing a chim' fire, which the department quickly extinguished, for- tunately with little or no damage to the pro- perty. Villagers and area residents will wish to express their thanks to Tom Penhale, who has served as a fire fighter for many years. It was with regret that his resignation from the force, due to pressure of business, was accepted at the last meeting of the Associa- tion. Being on call at all hours of the day and night is not a simple thing, and the respon- sibility for people's lives exacts a real toll on the nervous system. Saint Celebration Great plans are afoot at Trinity Anglican Church as the Ladies' Guild is preparing an evening in recognition of the. Irish patron Saint's.testal day, -March 17. The historical society, under the guidance of Gwen Pemberton, this year's president, has their presentation underway with the familiar theme, "Satan finds work for Idle Hands."
