"The cost of the drug cornponenet and the professional fee should be the same in' all markets" and a double -pricing system such as that proposed by the government will be a "backward step," the OPA added in its brief. The OPA said that price spreads of this type can be avoided by adopting a drug pric- ing system based on' the "best available PANCAKE and SAUSAGE BREAKFAST Sponsored by Clinton Beavers, Cubs, Scouts, Venturers and Rovers SUNDAY, FEBRUARY 23, 1986 9 a.m. to 2 p.m. at Clinton Legion Hall on Kirk St. TICKETS AVAILABLE AT DOOR ADULTS'3.00 - CHILDREN 5-13 YEARS 52.00 PRE-SCHOOLERS 51.00 CUPID'S BALL- * Saturday, February 15 Blyth & District Community Centre MUSIC BY - "CRIPPLED DUCK" Dancing 9 - 1 Smorgasbord to follow. A system for best available price was recommended to the Ontario government by Prof. John Gordon of Queen's University, and should be adopted in place of the pre- sent legislation, the OPA said. "The concept of best available price which involves realistic acquisition cost ( best volume price) plus a negotiated pur- chasing advantage to encourage efficient purchasing, represents the pricing method most likely to produce uniform 'and lower drug costs in Ontario," the OPA declared. The OPA also termed it "essential" that drug manufacturers be required to make their drug products available in like quan- tities .to all purchasers throughout the pro- vince at the same price. Unless this is done pharmacies "will con- tinue to be at the mercy of the marketing policies of the drug manufacturers, which currently result in huge disparities in the ac- quisition costs of many drugs", the OPA ad- ded, Failure of the goverment to require manufacturers to be bound by such condi- tions "is the most serious flaw in the plan", the OPA said. The OPA added that because the gove ment has refused to allow pharmacies an crease in their dispensing fee for prescrip- tions filled under the drug benefit plan, they have had to increase their usual profes- sional fees for private prescriptions. The OPA pledged pharmacists not to "opt out" 'frorlrr any government -run drug plan, providing the government will accept bin- ding arbitration for the setting of future dispensing fees. In presenting the OPA brief, past presi-' dent David Hannay noted that the Ontario Coalition of Senior Citizens associations, in a presentation to the committee„ endorsed - binding arbitration for pharmacists' fees. Under the proposed legislation, the govern- ment could set dispensing fees without con- sultation with pharmacists.
