CLINTON - During the next year,
employees at Motor Vehicle Licensing of-
fices across Ontario will take approx-
imately 2.38 -million pictures of drivers
renewing or obtaining their licence.
As of February3, anyone who renews
their driver's licence, changes their name
or happens to1ose the identification, must
have their picture taken for the new photo
licensing system.
According to Wendy Hessel, driver ex-
aminer at the 154 Beech Street office, the
process is estimated to take five minutes.
Once the applicant fills, out the form
which they will continue to receive in the
mail, it is put into the Polaroid instamatic
camera and the operator takes the picture.
The picture is then taken out of the camera
and developed for 60 seconds.
The picture and information are cut to
size and placed in a laminator, producing a
durable product.
Ms. Hessel also explained that only one
picture will be taken of each person.
"We take one picture. If they don't like it
they'll have to pay an extra $7."
The new photo licence will cost $21 for
three years opposed to the former $15 fee.
Drivers over 80 -years -old are required to
take a test every year before their licence
can be renewed. However, they will only
be required to have their picture taken
once in three years.
Anyone in Clinton that needs to renew a
G, GM and D licence can do so at 154 Beech
Street or 81 Rattenbury Street West.
The new photo licensing system will be
phased in over the next three years, mean-
ing licensing offices across Ontario will
take pictures of each of the 5.5 -million
drivers in the province.
School on Wheels elects new board

• CLINTON - The winter weather has been
white and blustery and not many visitors
have arrived at the School on Wheels but the
volunteer's continue with the restoration
work inside the car.
The school area looks good, with lots of
desks and books and appears ready to
receive the young pupils. The living`area is
progressing with some bunks in place and
cupboards being built. The windows have
been a real challenge as the over 70 years
that have elapsed since this rail car was
built have taken their toll and it is not as
straight and level as it once was, but not-
withstanding these problems the area
should soon begin to look like the 1

issue the permits because OMAF "is not a
business, they are providing a service."
Clerk Cam Proctor added that permits have
been issued in the past.
For out of town visitors who attend
meetings, courtesy cards are placed in the
windows to avoid parking tickets,
The 12 parking permits will be issued at
$15 a piece.
Tuckersmith Day Care
Council has agreed to pay their share of
the Tuckersmith Day Care Centre's
operating costs which is $1,493.50.
In 1985, 26 children from Clinton attended
the day, care centre for a total of 915 days.
Christmas Decorations
Council has agreed to pay 50 per cent of
the cost of Christmas decorations to be
placed along Highway 8 during the
Christmas season. The Clinton Business
Improvement Area I BIA i, who suggested
the decorations be bought, will pick up the
remaining 50 per cent.
Council was told that both merchants and
visitors to the town commented on the lack
of directions when entering town , along
Highway 8.
Ten new decorations will be purchased at
approximately $300 a piece. The BIA
informed council that a 15 per cent discount
applies if the order is placed by May.
Insurance Increase
The insurance rates for the Town of
Clinton have increased 84 per cent over the
1985 premium.
"There's not much you can really do about
it," said Mayor Balfour.
The insurance rates have gone up
dramatically 'for many municipalities
during the year.

Council instructed the clerk to inform the
Huron County Federation of Agriculture
that the township will support the same 4-11
participation as last year.
A letter from Edward M. Martin, offering
his service in the municipal parks and
recreation field was put on file by council.
The clerk and building inspector were
asked by council to set up a time for a tax-
payers' meeting in order to discuss building
permits.
A petition' from Ralph Buffinga and Mur-
ray Adams for an extension to the Farquar
Drain was accepted by council. The peti-
tioners also named W.J. Dietrich of W.E.
Kelley and Associates as the engineer.
Council accepted the tender of Jim Hayter
Motors in Goderich for a 4 -wheel drive half -
ton truck for $12,631. ,
Council instructed the clerk and reeve to
sign an agreetnent from the county to pur-
chase approximately five metres off the
front part of property on lot 23, concession 10
in the township.
The road superintendent was authorized
to spend $500 on new or used tools for the
township's works department.
The clerk was instructed by council to ap-
ply for $275,000 under the Ontario
Neighborhood Improvement Program
(ONIP).
The clerk was authorized by council to at-
tend a drainage course sponsored by the On-
tario Ministry of Agriculture and Food in
Kitchener on March 11 and 12. The clerk's
salary for 1986 was set at $25,000 plus OHIP
coverage.

Council also appointed Councillor Joe Gib-
son to be the township's voting member at
the Rural Ontario Municipal Association's
(ROMA) annual meeting in Toronto on
February 2 to 6.
