The Standing Committee on Procedural Affairs and Agencies, Boards and Commissions will
commence hearings in December, 1985, on the. methods by which it believes that appointments
should be made to agencies, boards and commissions of the Government of Ontario to which
the Lieutenant Governor in Council makes some or all of the appointments and all corporations in
which the Crown in right of Ontario is a majority shareholder.
The Co'n-rmittee invites written submissions from individuals, groups or organizations wishing to
comment on the above -noted subject. All briefs should be deposited with the Clerk of the
Committee not later than Friday, 6 December 1985.

Photo licensing effective February
TORONTO - Ontario Minister of
Transportation and Communications Ed
Fulton recently confirmed that the pro-
vince's photo driver licensing system will go
into operation February 3, 1986 with the
mailing out of renewals.
"Drivers will continue to renew their
licences every three years on their date of
birth as before," said Fulton, "now,
however, they will have to come into a
ministry 'photo site' to have their picture
taken."
These sites...almost 400 of them...include
all Driver and Vehicle licence offices, MTC
Driver Examination Centres and selected
travel points and OPP offices in the more,
remote areas of northern Ontario.
The new two-part photo licence will con-
sist of a laminated photo card and licence
card.
"Photo licensing provides a more positive
identification method," explained Fulton.
"It prevents the misuse of driver licences,
and .offers a virtually tamper -proof
licence."
In addition, all new drivers will
automatically enter the photo licensing pro-
gram. Those requiring a replacement
licence fit in the same category.
Reinstated, drivers (other than those
suspended for medical -related reasons) will
be advised they must get a photo upon
reinstatement.
Photo licensing programs are existence in
Alberta, British Columbia and Prince Ed-
ward Island as well as all 50 American
states and the District of Columbia.
"To offset the cost of the new program,
renewal licence fees have been set at $21
every three years," said the Minister.
Public panel formed
The Ontario government is providing up
to $300,000 to establish a public education
advisory panel on Acquired Immune Defi-
ciency Syndrome – AIDS – and to support
and counsel people with the disease, Health
Minister M.urray Elston announced.
"We' are setting aside $200,000 for the
panel to promote information and education
by developing communications programs
for the public -and high-risk group," Elston
said.
"Through the panel and counselling pro-
jects, we will work towards helping the On-
tario public become knowledgeable about
the disease, strengthen the community-
based volunteer sector, and create a com-
munity environment that is humane, com-
passionate and understanding."
Elston said $100,000 will be directed by the
Ontario government to the AIDS Committee
of Toronto (ACT) fold support and
counselling of people with AIDS. The money
will go to the cost of maintaining a com-
e munity education officer and two volunteer
program co-ordinators.
The public education advisory panel will
b headed by Jaye Brown, associate pro-
fessor of social work at McMaster Universi-
ty, as chairman. Panel Members will in-
clude representatives of the City of Toronto,
ACT, the Canadian Hemophilia Society, St.
Elizabeth Visiting Nurses Association, the
Ontario Public.Health Association, Ryer sort
- School. of Journalism, the media; and. the
ministry.
The panel will' -produce information
materials, including pamphlets and
videotapes, for distribution to health profes-
sionals and public groups, and will make
speakers, knowledgeable about the disease,
available to groups such as school boards
and parent -teacher associations.
The Ontario government and Health
Ministry have already undertaken several
initiatives related to AIDS. The government
is providing approximately $1 million to the
Canadian Red Cross Society as Ontario's
contribution to a national blood screening
and testing program to start this fall. Also
this fall, the ministry's central laboratory in
Etobicoke will begin diagnostic specimen
testing, a service currently available only at
the Laboratory Centre for Disease .Control
in Ottawa.
The ministry sofar has made more than
$700,000 available for AIDS research. A
comprehensive epidemiological study is
now underway at the University of Toronto,
and smaller research projects have been
funded at the Hospital for Sick Children in
Toronto and University of Western Ontario
in London.
AIDS was made a reportable disease in
Ontario in August, 1983, when the ministry
established a provincial advisory commit-
tee on AIDS to monitor patients, provide ad-
vice to health professionals and advise the
ministry on research priorities.
Reportable diseases are designated ase
such under the Public Health Act. Physi-
cians', other health professionals and
laboratories are obliged. under the act to
report incidences of the disease to their
local medical officers of health.

Peach Parfait ,
Prepare one four serving envelope
raspberry flavored low:calorie gelatin using
package. directions, but use. only P'2 cup
water. Mix one onepound, can dietetic pack
peaches, drained and chopped with one cup
gelatin, chill until' partially set. Chill re-
maining gelatin until partially set.
Add one-third cup chilled evaporated
skim milk and a few drops almond extract
to gelatin without fruit. •Whip till fluffy.
• Alternate the two gelatin mixtures in parfait
glasses, ending with whipped gelatin.
Serves six. Each one fruit exchange. .
Baked Custard
2 eggs, slightly beaten
2 tsp. Sweet and Low
nutmeg
2 cups skim milk
1 tsp. vanilla
Combine eggs and sweetener. Add milk
and vanilla. Blend well. Pour ihto four
custard cups and sprinkle nutmeg on top.
Place in pan of hot water and bake at 325
degrees for one hour.
Deviled SWiss Steak
1- 3 Ib. beef round steak
1' 2 tsp. salt
1' 2 t$0. dry mustard
'4 tsp. pepper
2tbsp. cooking oil
1- 6 oz. ran mushrooms
1 tbsp worcestershire sauce
Trim fat from meat. Combine salt, dry
mustard and pepper. Sprinkle over meat
and pound steak slowly on both sides in loot
oil. Drain off excess fat. Drain mushrooms,
reserving 12 cup liquid. Add mushroom li-
quid and worcestershire to Skillet. Cover
tightly and cook over.low heat for' 13a to 2
hours. Last few minutes, add mushrooms
and heat through. Skint fat from sauce
before serving. Serves eight. Three meal ex-
changes. ,
Herbed' Chicken
1 - 3 lb. broiler frier cut up or four chicken
breasts.
1 tbsp. shortening
3 medium onions, peeled and cut quarters
1 cup thin -sliced carrots
1 clove garlic, crushed
2 tbsp. chopped parsley
12 cup sliced fresh or canned rnusl►roonw
.1 cup thin sliced celery and some leaves
1 bay leaf
1 cup sauterne wine or apple juice
In a frying pan, brown chicken in hot fat
and season with salt and pepper. Place in
two quart casserole. Drain excess fat from
pan, and add remaining ingredients. Heal
scraping up any brown pieces and pour over
chicken. Cover and bake at 350 degrees for
11.2 hours. Remove bay leaf. Serves four -
