A five-part, $6 -million program to help
farm families with severe financial pro-
blems was announced today by Agriculture
and Food Minister Jack Riddell.
The Farmers in Transition (FIT) pro-
gram includes social, economic and educa-
tional measures.
"The adjustments now taking place in
agriculture — due to low commodity prices
and high input costs — are expected to
result in several hundred farmers losing
their farms this year," Riddell said. "This
means loss of jobs, homes, sources of in-
come and savings."
Through FIT, the government hopes to
curb the loss of farms. And where that can't
be done, the program will assist the family
to re-establish.
As a first step, Ontario will temporarily
defer action against farmers in trouble
under three provincial assistance plans. The
deferral means collection calls will not. be
made and legal action will not be taken on
arrears of Junior Farmer Establishment
Loan Corporation mortgages and lease -
with -option -to -purchase agreements under
the Farm Enlargement Program.
In addition, provincial requirements for"
action on guarantees under Option C of the
Ontario Farm Adjustment Assistance Pro-
gram will be temporarily lifted.
The temporary deferral will remain in ef-
fect until January 15, 1986 or until the
federal government lifts the moratorium on
Farm Credit Corporation foreclosures,
whichever comes first.
Other measures under FIT include:
— a 24-hour hotline where farmers can call a
Zenith number for information on how to
deal with' stress, how to locate professional
assistance in dealing with creditors and to
help there understand their rights and
obligations.
— the hiring and training of independent
farm family advisors. They will review
farm operations, help farmers, recognize
what actions -must be taken and assist in fin-
ding and accessing realistic options. The ad-
visors, who will be working in the farmer's
interest, will be successful farmers.
— re-establishment assistance for farm
families• who have had to discontinue work-
ing in agriculture' because of financial pro-
blems: This includes advice • on how to ac-
cess various social service and assistance
programs offered. by the provincial and
federal governments. In addition, the pro-
. 1provide farm families with finan-
,tial assis ante during. the period of job sear-
ch, and further financial . and counselling.
help to enhance their "employment oppor-
tunities.
• — an awareness campaign to, tell .farmers
their rights and hotv to access them if they
have problems. For example, the current
Farm. Operating Credit Assistance Pro-
gram. (FOCAP) provides for a third party
review of the viability of a farmer's opera-
tions before a creditor can take action.
