This is not to suggest that crime prevention is a concern only during this week, but it is intended as a time for each citizen to ex- amine his or her participation in preventing crime in the community. The Clinton Police Department takes, this opportunity to encourage crime prevention in this area. Police officers have long been instructed that "the police, are the community and the community are the police"., This is sometimes a difficult concept to understand until one carefully examines the police role in the community. •Aside from a lengthy, list of rather un- complimentary nicknames the police are often .referred to as "the law". This nickname in itself leads to a common inisconception of the police as an all encom- passing body of authority which enacts. the law. and then enforces it upon the public. The police, in fact, are only one part of our judicial system, where as the community is directly responsible for each step of the pro- cess. The .,community elect legislators who create laws. Since these legislators are elected representatives of th'e, people the community is ultimately responsible fdr the laws created. The legislators then create authorities to deal with those who offend the law. These authorities allowthose who offend the law -to be brought before the courts to be dealt with according to the law. The' legislators must then appoint judges to fulfill this function. This system creates the obvious need for the police role. The police are members of the community empowered by the com- munity. to identify .those wh m they believe have offended the law and to bring those ac- Bused persons before the courts. The police role, possibly over simplified, is to identify and compel offenders' to be dealt with in our judicial system. This may be the origin of the saying, "the long arm of the law." Police officers are generally a very small portion of the community in a democratic system of. government. On the average 'a community will. employ one police officer for every 600 to, 800 people living within the community. This creates the„need for a con= cerned community to assist the police. Con- clusive evidence of effective policing within a community is not a high arrest or convic- tion rate but rather the lack of tion rate but rather the lack of the cornmis- sion of crime within that community. This state of a lack of crime can not generally be achieved entirely by the efforts of the police officers who are such a minute minority. It requires a community effort. Often it simp- ly means being a good neighbour. If you see an offence being committed, do not ignore it, get involved. Tell the victim what you have seen and also inform your police department. This action plight very well prevent you from being the next vic.- tim. No one needs to worry that the informa- tion he or she has is not significant. A police officer is never to busy to listen to your in- formation even if you only suspect that a crime may have been committed. Informa- tion, which may seem insignificant to you, if passed on to the police may save hours or days of investigation. and, each officer recognizes this fact. Remember, crime prevention is EVERYONE'S BUSINESS. Crime won't have a chance in your community if you do not give it one.
