"It looks as if the three prairie provinces are ready to go and the m ritime provinces should follow. The progrh should include retroactive payments (to Ontario farmers) by the federal and provincial governments because we recognize farmers in other provinces were subsidized in the second and third quarter," he said. The stabilization program should put all farmers on an equal footing by countering the recent losses suffered by beef and pork farmers, said Riddell. Riddell, who spoke to the Goderich Rotary Club last Tuesday, described the farming crisis as an economic accident. "It costs $400,000 to $500,009 to start a farm and a lot of people in Ontario, who wanted to do so, have had to get heavily in debt to make it happen. Thanks to wild shifts in interest rates, many of our farmers do • face financial troubles through no fault of their own." Riddell said he's had overwhelmingly positive response to the .Ontario Family Farm Interest Rate Reduction program IOFFIRR) which will give 10,000 farm families the chance to restructure their businesses. The program lowers interest rates on up to $200,000 of long-term farm debt to eight vire r cent. It's the total value of agriculture products produced each year here in .Huron County. That's what's at stake," he said. Another way to help Ontario farmers is find new markets and get more out of existing ones so the Ministry of Agriculture is starting a five year, $L5 million program to boost sales of Ontario products abroad. Potential for greater sales in the United States is illustrated by sales missions to Houston and Miami which netted sales of $5 million and $4 million, he said. As well as opening business offices in New York, Chicago, Los Angeles, Dallas and Philadelphia, Ridc'ell said his ministry has recently sold $3 million in poultry, cattle and hogs in China. "These efforts to increase exports are something I believe in very strongly. I feel this is a very tangible way to improve financial prospects for our producers by giving them more places to sell their products." However, Riddell said his "personal caution light" goes on when anyone mentions free trade with the U.S. "As the, United States seems to interpret it, free trade means we're free to buy all the goods they can possibly ship up here and they're free to stop any of our products from crossing their borders," he said. Though he said he's willing to discuss free trade, Riddell said he's worried about the fate of Ontario agriculture with free trade. "I'm scared skinny about any movement to free trade in the true sense of the word. It's difficult to compete with our friends south of the border," he said. "When it comes to commodities such as chickens, we can't compete. The state of Georgia could flood our market with all the chicken we could eat because they have more favorable climatic conditions." Riddell also questioned if Canada's wine industry and car industry could survive with free trade in operation. "I don't want to turn a deaf ear to free trade. I want to discuss it and determine where we're going to. be winners and losers and decide whether we're prepared to lose in those areas," he said. In preference to plowing, he says, mai farmers are turning to herbicides. And, o herbicide long recognized for effective quackgrass control is Roundup herbicide, he adds. ' Unlike other herbicides, Roundup controls both above and below -ground growth. he continues. 'This is because - Roundup travels through the weed and attacks the roots. When applied to the actively growing quackgrass - at least 20, cm tall - the her- bicide controls the entire plant and prevents regrowth from the rhizomes," he concludes.
