A tripartite stabilization program for red
meat producers should be in place by the
end of October, said Ontario, Minister of
Agriculture Jack Riddell.
"It looks as if the three prairie provinces
are ready to go and the m ritime provinces
should follow. The progrh should include
retroactive payments (to Ontario farmers)
by the federal and provincial governments
because we recognize farmers in other
provinces were subsidized in the second and
third quarter," he said.
The stabilization program should put all
farmers on an equal footing by countering
the recent losses suffered by beef and pork
farmers, said Riddell.
Riddell, who spoke to the Goderich Rotary
Club last Tuesday, described the farming
crisis as an economic accident.
"It costs $400,000 to $500,009 to start a
farm and a lot of people in Ontario, who
wanted to do so, have had to get heavily in
debt to make it happen. Thanks to wild shifts
in interest rates, many of our farmers do •
face financial troubles through no fault of
their own."
Riddell said he's had overwhelmingly
positive response to the .Ontario Family
Farm Interest Rate Reduction program
IOFFIRR) which will give 10,000 farm
families the chance to restructure their
businesses.
The program lowers interest rates on up
to $200,000 of long-term farm debt to eight
vire r cent.
"If you're wondering why I thought it so
important- to rysh in and help these people,
consider thidfigure—$315 mullion. It's the
total value of agriculture products produced
each year here in .Huron County. That's
what's at stake," he said.
Another way to help Ontario farmers is
find new markets and get more out of
existing ones so the Ministry of Agriculture
is starting a five year, $L5 million program
to boost sales of Ontario products abroad.
Potential for greater sales in the United
States is illustrated by sales missions to
Houston and Miami which netted sales of $5
million and $4 million, he said.
As well as opening business offices in New
York, Chicago, Los Angeles, Dallas and
Philadelphia, Ridc'ell said his ministry has
recently sold $3 million in poultry, cattle and
hogs in China.
"These efforts to increase exports are
something I believe in very strongly. I feel
this is a very tangible way to improve
financial prospects for our producers by
giving them more places to sell their
products."

markets, he said.
However, Riddell said his "personal
caution light" goes on when anyone
mentions free trade with the U.S.
"As the, United States seems to interpret
it, free trade means we're free to buy all the
goods they can possibly ship up here and
they're free to stop any of our products from
crossing their borders," he said.
Though he said he's willing to discuss free
trade, Riddell said he's worried about the
fate of Ontario agriculture with free trade.
"I'm scared skinny about any movement
to free trade in the true sense of the word.
It's difficult to compete with our friends
south of the border," he said.
"When it comes to commodities such as
chickens, we can't compete. The state of
Georgia could flood our market with all the
chicken we could eat because they have
more favorable climatic conditions."
Riddell also questioned if Canada's wine
industry and car industry could survive with
free trade in operation.
"I don't want to turn a deaf ear to free
trade. I want to discuss it and determine
where we're going to. be winners and losers
and decide whether we're prepared to lose
in those areas," he said.

Another, system used in remedial training
called Initial Teaching Alphabet (ITA) con-
centrates on phonetically sounding the let-
. ters of the alphabet. The Bridge Program
uses a whole word approach with pictures so
the child learns by associations; says Dr.
Simner.
Once any of these programs have, lbeen
mastered, the child•can easily move back to
using the regular alphabet. Most schools in
Canada are using these sytems or modifica-
t inns of the different systems. •

Quack grass control in fall
BELGRAVE - This fall, it's expected
more Ontario farmers than ever will begin
their annual quackgrass control program
predicts Darryl Culbert,' Manager of
Belgrave Co-op in Belgrave. •
"Farmers have more time in the fall, s� it
is becoming increasingly popular to look
after their quackgrass .problem early,
rather than waiting, until spring When they
are busy seeding. and bad weather. could
delay spraying," contends Culbert.
Unfortunately many farmers -have had
quackgrass for so long, they have grown to
accept it, he says. But, if left to spread
quackgrass can slash yields by more than
half, Culbert notes..
"Although quackgrass can reproduce
from seed the chief reason for its spreading
is ' its extensive underground rhizome
system. In fact, one quackgrass plant left
undisturbed for one year can produce over
135 metres i 450 feet I of new rhizomes and

compete with the crop for moisture and soil
nutrients," Culbert declares. Cultural prac-
tices such as plowing,, won't solve the pro-
blem as' it breaks up the rhizomes to
generate new plants, he adds.
In preference to plowing, he says, mai
farmers are turning to herbicides. And, o
herbicide long recognized for effective
quackgrass control is Roundup herbicide,
he adds. '
Unlike other herbicides, Roundup controls
both above and below -ground growth. he
continues. 'This is because - Roundup
travels through the weed and attacks the
roots. When applied to the actively growing
quackgrass - at least 20, cm tall - the her-
bicide controls the entire plant and prevents
regrowth from the rhizomes," he concludes.
"Light frosts will not adversely affect fall
application and Roundup does not carry
over to limit cropping options the following
spring.", -
