In the meantime members may transfer to another WI branch in the area. The final meeting was held September 26 in the board room of thy Ministry of Agriculture and Food with 17 members attending. The meeting was chaired by the president Lois Elliott who is also president of the District of Huron West WI. An invitation was accepted to send two representatives to the 80th birthday dinner of the St. Helen's branch. The program was in charge of Irene McCall who read the story of a new pioneer cooking the goose for his first Christmas dinner in Canada circa 1928. Mrs. Elliott reported on' the convention of the Federated Women's Institutes of Canada which was held in Alumni Hall at the University of Western Ontario, London from June 16-20. W omen's Institute branches across .Canada raised over $68,000 in the Water for All project in underprivileged countries. Before the close of the Clinton meeting, Mrs. Elliott was thanked for her capable leadership in the past, and presented with a crystal vase by Alice Lawson on behalf of the members. To celebrate the Royal Canadian Legions 60th anniversary, the Clinton Legion was giv- ing out tulip bulbs to schools in the area. Ontario Hydro's undertaking is to acquire property rights for and to design, construct, operate, and maintain an integrated system of overhead alternat- ing current transmission lines and related station, communication and control facilities located within the boundaries of the shaded geographic area shown on Figure 1. Ontario Hydro has, indicated that an essential component of their undertaking is that the facilities to be constructed and operated must comprise a complete set of facilities fully integrated into, and compatible with, the existing bulk electricity system. Ontario Hydro is specifically requesting, approval for the integrated set of facilities they have designated "System Plan 7". Systeni Plan 7 consists of: • A single circuit 500,000 volt (500 kV) transmission line from the Bruce Nuclear Power Development (NPD) to the Esse Transformer Station (TS). near Barrie. This line would run north of Chesley, southwest of Markdale'and Flesherton, and cross the Niagara Escarpment near Lavender. • A new 500/230 kV transformer- station west of London and three ,four circuit, 230 kV lines from the new transformer station to ,existing 230 kV lines in the area. This station would be located in Lots 1 to 4, Concession III of Caradoc Township. • A double circuit 500 kV transmission line from the Bruce NPD to the new transformer station, This Tine would pass east of Ripley and Zurich, and west of Ailsa Craig. ' • • A single circuit 500 kV transmission line eastwardly (torn thenew transformer station, mostly following existing rights of way, to the Nanticoke Generating Station. This ..line would pass north of the Caradoc Indian Reserve, and followan existing 115, kV right of way east of St. Thomas, just south of Otterville and north of Boston to the Six Nations Indian Reserve, then turn south and follow an existing'500 kV right of way to the Nanticoke Generating Station. The recommended routes and Hydro's acceptable alternative routes for these facilities are shown on Figure 1. It is my understanding that Ontario Hydro has forwarded copies of the Environmental Assessment to these locations. The Review is 'intended to assist the public' in the consideration of the Environmental Assessment and the undertaking. The Review represents a preliminary position based on the comments of the staff of the Provincial Ministries and agencies involved in, the • Review. It does not represent a decision. Preliminary Public Hearings will be held beginning on October -16, 1985, commencing at 10:30 o'clock in the morning at the Holiday. Inn, 601 Scottsdale Road in Guelph. At that time the Joint Board will consider procedural matters, including but not necessarily restricted to: identification of parties and participants, identification of issues, and, considering additional locations for the,presentatiort of evidence to the Joint Board as part of the main hearing. Persons desiring to be a party or participant in the hearing or wishing to make submissions to the Joint Board on procedural, matters Should contact the Joint Board by writing to the Hearings Registrar or attend or be represented at the Preliminary Hearing. Regulation 293 under One Act provides a form which may be used for a submission, but use of the form is not mandatory. Any submission should be received by me no later than November 11, 1985. Deputy Minister Cowzcii backs hiring a er hearing delegation by Wihna Oke TUCKERSMITH TWP. - Nine angry women met with council on October 1 to question the recent hiring of a new supervisor at the Tuckersmith Day Care Centre. The delegation voiced concern that a new' supervisor had , been hired, . without consideration of promoting a present staff member. Spokesperson for the delegation was Sally Rathwell of Vanastra. Other delegation members included: Diane Durnin, director at the Vanastra Recreation Centre; Brenda McEwin, teacher at the Day Care Centre; June Tomkins -Lee, cook at the Day Care Centre; Nancy Sue Swan, of the Day Care Centre; Betty McLean, Day Care Board; Mary Verberne, former teacher at the Day Care Centre; Cindy Connolly, 'Vanastra Recreation Centre; Heather Forrest, parent of child at the Day Care Centre. Debate centered on council's recent decision to hire Cheryl Nuhn of Walkerton as the new supervisor at the Day Care Centre. She replaces Karen McE:.wing-McConnell who movEes to .a new job in Ottawa this month. Mrs. Rathwell and the delegation questioned the hiring procedure and suggested that council should have offered the position internally to a staff member at the Day Care Centre. They further suggested that the Day Care Board should havebeen asked for their recommendations prior to the hiring. Council was asked to reconsider the hiring or to explain how they reached their decision. Reeve Robert Bell declared that each person who had presented a resume for the position of day care supervisor was given proper notification before hiring the new supervisor. Reeve Bell stated, "We shall not be changing our mind on this." Ms. Nuhn assumes duties as supervisor at the centre this month. She has beenhired at a salary of $17,694.47 for a six-month probationary period. Her salary will be reviewed again at that time. Drainage application In other business, the petition from Ken and Nancy Larone and others for the repair and improvement of the Charters Drainage Works was accepted by council. R.J. • Burnside and Associates were appointed as the engineeers to bring a report after the 30 - day notification of the Ausable Bayfield Conservation Authority. A tile drain loan peti}on for $8,400 was approved. Council endorsed the •resolution from the Township of Onondaga to request the Premier of Ontario and the Ministry of Municipal Affairs and Housing to know that the English language alone is sufficient to meet the needs of most local councils, and that in areas where French or any other language is required to correctly service a municipality, that the municipal council may, if they so desire, supply such information bypassing a bylaw in council. Council will charge a rate of $50 to the Country Singles for the Country and Western Jamboree at the Vanastra Recreation Centre on October 20 with the proceeds to the Barrie Tornado Relief Fund. The charge is to cover the cost incurred by the municipality m cleaning up the hall. Council approved the advertising for a part time employee to fill in as required at the Day Care Centre at Vanastra. The Scouts at Vanastra are granted permission to use the gym at the recreation centre for approximately two hours on Saturday mornings, provided they leave the building in the same condition as it is found, otherwise the permit for use will be withdrawn immediately. Council approved grants to the Hensall Recreation Board for $2,750, and to the Clinton Recreation Board for $500. ' Frank Anderson of Vanastra was granted permission to operate his taxi cab at Vanastra. William R. Dallas was granted permission to locate a mobile home on part of Lot 45, Concession 1, London Road Survey, at Blackbeard's Restaurant, on a temporary basis and that a further permission must be obtained from the municipality within one year of the date of this authorization. Council amended a section of the proposed zoning bylaw for Vanastra low density residential for the total floor area minimum requirements - single family detached, one storey, 70 square metres; one and one half storey or one half split level, 93 square metres; two storey, 110 square metres.
