PARLIAMENT, A bA 1., 1• YY a . this we t was da •li nt week i In Parliament aided to provide for increase of Chin - +ase head tax to $a00, M. Monk moved for particulars rs of the purchase by the Canadian govern- ment ot supplies for Saath .A.frica, concerning which grave rumors of irregularities are ' being circulated. .Although the business was carried on by the Minister of Agriculture, Par. lament was refused any information, The redistribution bill which pro - Vides for the appointment of a com- infttee of seven, tour Liberals and three Conseryatives, to determine what changes shall be made was in- troduced, The Government declared its intention of returning to county lines. Liberals, however, have aban- doned their pledge to refer the ques- tion to a commission of Judges. A resolution was passed favoring the prohtbitio.a of the inlportationsale and manufacture of cigarettes. The opposition asked if Hon. Ray- mond Prefontair-e's statements in re• yard .to the epltr'int•rnent of a trans- portation cozy mieeblie the revision of the tariff and. promised aid to the Grand Trunk Pet.eifin were to be taken as official, The Government declined to answer. The action of the cabinet in permitting Parliament to remain in the dark, while obscure political .clubs were informed on important questions was strongly condemned. A bill, under which heavy penalties will be provided for infractions of the -elections laws, was read a second time M11r. R, L. Borden suggested that if the government really desired to sup - plass -corruption, a public prosecutor clethed with powers equal to those of the Auditor -General and independent of Parliament, should be appointed. Duringthe week little was done in tbe way of supply. It was decided to inyestigate in the Public Accounts Committee some of the large payments made to Liberal newspapers, The Grand Truett Pacific Railway bill was introduced. HIGH PRESSURE DAYS. Men and women dike have to work incessantly with brain and hand to hold their own nowadays. Never were the demands of busirress, the wants of the family, the requirements of society, more nun.erous, The first effect of th' praiseworthy effort to keep up with aril these things is com- monly seen in a weakened or debilitat- ed condition of the neryous system, which results in dyspepsia, defective nutrition of both body and brain, and in extreme cases in complete nervous prostration. It is clearly seen that what is needed is what will sustain the system, give vigor and tone to the. nerves, and keep the digestive and assimilative functions healthy and active. From personal knowledge, we can recomm°'e 'rood's Sarsapar- illa for this purpose. It acts on all the yitiel organs, builds up the whole sys- tem, and fits men and women for these high-pressure days. WHAT ADVERTISING DOES. In 1880 P. T. Barnum, tbe great showman, journeyed to the Pacific e - Cost to visit a relative. On his way bank east he steamed at Kansas City to see the great Barnum & Bailey show • that was ther r•'?"-" °ng in that city. The then press agent of Barnum & Bailey sbow, Be;: c iemas introduced to Mr. Barnum the editors of the local dailies of the former's hotel. In the course of the conversation which naturally followed, Mr. Barnum said, "Gentlemen, Mr. Bailey tells me that my presence at the Barnum & Bailey circus is worth $5,000ae day to the show. , If this it; true, it is my name that is so valuable. 4 It is known in every town, city and hamlet ; it bas become a household word through the country. Now, gentlemen all of this 01404 was done by newspapers, and if adver- tising can snake a man worth $5,000 a day, what is it that .advertising can't do. In his life of Alexander Mackenzie, Premier Ross quoted a speech of Sir Donald Smith, now Lord Stratbcona, on the Pacific scandal, he being then in the Dominion Parliament, Sir Don- ald Smith had said that he did not be- lieve that Sir John Macdonald had taken money for any corrupt inten- tion. Would' be sat if a political fund was not collected by the Govern noent, if every hotel -keeper in the Province is not taxed for election funds, and railway subsidies and tim- ber limits also? The report says the Premier's only reply was a laugh, a laugh which Mr, St. John characteriz- ed as the laugh not of innocence, but of guilt, The standard of conduct which Mr. Ross quoted in his book as that by which a- government should be condemned, he nowlaughs at when his own government is cbarged with a worse, offence than the taking of money fr election funds. At a special meeting of the rate- payers called for Friday evening last, there was a good attendance to dis- cuss the advisability of the Municipal Council taking oyer the control of the cemetery. A very full and detailed statement of receipts and expenditur- es was presented by the cemetery board, as to improvements, etc, and the matter was fairly discussed by a number of those present, and a (notion presented to the meeting, that the council take the cemetery over, was carried ugamiously. At a meeting of the council held on Tuesday evening last, by motion of Cobbledick—Gillespie, it was carried that the council take the cemetery over as a corporation institution. The following is the suggestions presented to the council by the ceme- tery .board:— To eme-tery:.board:— To take over the cemetery at once as proposed by the resolution passed at the recent meeting of the. trustee board, and for that purpose to pass a by-law under the provisions of Section 577 of R. S. 0., 1597, Car. 223, (Municipal Act ) The By-law should provide for the appointment year by year of a 'ceme- tery comfnittee, the- committee to have the full control and management of the cemetery ; frame rules, fix rat- es, appoint caretaker, handle the money, etc, etc. This committee should consist of, say, two membei s of the council and an equal number or more of the ratepayers to be named by the council. We would not propose that any ad- ditional grant be made by the coun- cil this year, the debt already incurr- ed being allowed to remain outstand- ing until it can be wiped off by the in- come derived from the cemetery or until the money can be raised by the cemetery committee in ways to be;suggested by them. Steps should at once be taken by the Committee to increase the income. This can be done for charging an extra fee for extra work on the lots such as keeping the lots in order, and cutting the grass with a lawn -mower and caring for flowers, shrubs, etc. The grass on the other lots being merely cut with a scythe two or three times during the year to keep clown the rank growth. A permanent fund should also be established at, once and lot holders encouraged to pay a lump sum into this t'und or leave a sum to the Muni- cipality by Will, • the income to be derived therefrom to be devoted tc- wards the perpetual care and main- tenance of their lots. She was a nice little cousin from the country, End she had come to a city luncheon given by some swell friends, says a New York paper. She was bay- ing a beautiful time and chatting away merrily whet the salad course came on, and the butler passed a smell cream cheese; It was on a doily placed on a flat plate, and a silver knife lay by it. The country cousin was busy talking, and without an instant's hesitation she took the plate, cheese and all, and set it down by her awl( Salad plate. Tile butler gave a decorously represses start of horror, the other guests began to talk very fast and the little cousin, suddenly appreciating what she had done, turned scarlet and sat and gazed at that cheese in ' dumb agony and wished she could die then and there. But the hostess, who sat by her, said, gently putting the action to the word: "Do let me cut you a piece of the cheese." And then -the plate was passed on, send everybody began to breathe once more. But the cousin didn't speak again for ten minutes. A Heaven on Earth. The ancient mogul buildings in the palace of the kings of Delhi are mars vels of beauty. Two of these—the a'iwan-i-aid, or hall of public audience, and the Diwan-i-khas, or hall of pri- vate audience—were built by the Em - parer Shah Jahan about two and a ;elf centuries ago, when the mogul style of architecture had reached its most decorative period. The smaller of the two, the Diovan-i-lches, is fa- mous for its jewel-like finish, -and it is round the walls of tbis apartment that the Persian inscription runs, "If there is a heaven on earth, it is this." The larger hall contains the great mogul throne. Both buildings are of marble inlaid with designs in precious stones. Although the medicine business should, above all, be carried on with the utmost conscientiousness and sense of responsibility, the unfortunate fact is that in no other in there so much hum- bug and deception. The anxieties of the sick and their relatives are traded upon in the most shameful manner; impossi- ble cures are promised; ninny prepara- tions are absolutely worthless, and come are positively dangerous to health. .s a consequence, all proprietary remedies are regarded with suspicion by many people, and the good suffer for the bad.
