GOVERNMENT AID • TO GOOD ROADS, A special meeting of the county council was held in the town Hall, Clinton on Wednesday last to consid- er whether or not the county' should take such steps as would enable them to participate in the $1,000,000 grant set aside by the Provincial Govern- Metat for the rilrpose of assisting the different municipalities or counties td • improve theroads. At the morning session, the report of the special com- mittee of the council, appointed at the January session, was taken np•by the council, and with two slight amend- ments, was adopted. The list of the report is as follows REPORT OF COUNCIL, Meeting to consider whether the county of Huron shall accept her share of the appropriation or not. "We should recommend, if, accepted, that a certain amount be raised •ex- tending over a period of years instead of issuing debentures for $80,000 which wouid be about the most re- quired for this county to meet the de- mands of the Goverument bill, as the amount we would receive from the Government would' be somewhere near $40,000. We suggest that the sutu of $8,000 be raised yearly . by, county rate, which would be a total of $12,000 to he expended in cash and every year to' be designated as good roads appropriation, until we nave received Huron's share of the $1,000,- 000, as set aside by ,the Government. The equalized assessment of this county is $82,301,200. and to raise the $8,000 yearly would require a rate of - .25 mills on the dollar. We should also recotv.niend that a certain sum in each and every year, and also the amount received from the Govern- ment,. overn-ment, 1 e expended equally in each division according to assessment, and on the several leading roads leading to market towns and villages in the county. Campbell, the Provincial Road Oomrnissioner, was present . and addressed the meeting, Mr, Camp- bell set forth the evils of the statute labor system as at, present worked out and ascribed the bad roads in many places to that cause. He also prescrib- ed the remedies which would effect a wonderful difl`erenee under this same system, He avised the preparing of plans by the council for the work to be done on the different roads during the year, and to carry out these plans in a sytema is and uniform manner, The resale would be better roads and better results for the me and money y expended. In the past, ten years. in the county of II uron, 400,380 days of statute labor have been put cn the roads, whileau additional expenditure of $351,550 in cash has been made for the same purpose. Inview of this he claimed that much better results should be attained. The roads should i be graded a uniform width, and gave as a standard, fdr leading- roads, a width of 25 feet ; roads of medium travel, 20 feet, and for back conces- sions, a width of 18 feet. He strongly advocated the use of concrete tile for drains and the making only of con- crete culverts, 13e favored as well the making of the concrete tile by the townships themselves. This can be done in the gravel pits -at ,a, compare-. tivraly small expense. ,In his opinion, the fundamental principal of good roads was, first and last, good drain- age, Without proper drainage the best work will in a few years, have to be done over again at as great an ex- pense as in the first place, Mr. Camp- bell explained fully the terms on which this Government,• money can be obtained, the conditions to be complied with in order to participate in the grant, and the proper disposition of the money to the different nlunicipali- ties, or divisions of the county as shall be decided upon. At the conclusion of Mr. Campbell's address, too little time remained for a discussion of ilia matter by the dele- gates, but a vote showed that the large majority of those present were in fa- vor ofsuch action being taken as will permit of the county participating in the grant. Presbytery of Huron 4 The Presbytery y of Huron met in "St. Andrew's church, Kippen, on the 30th inst. The Rev. Mr: Larkin, Modera- tor. A. resolution was passed express- ingsyympathy with Rev. M. C, McLen- nan and wife in the' death of their child. The reports of Sabbath echoers and young people's society were read by Revs. T. 'Hatiiilton and W. M. Mar- tin, respectively.: The statistics of both not being completed,' it was agreed to instruct the conyeners to as far as possible complete them and for- ward to the Synod's committees. Rey. T. Davidson read the report on church life and work, this report brought out soine favorer le and some rinfavorable features in the Christian Life of to -day which were earnestly discussed. St. Andrew's church, Kippen, asked to mortgage their church to meet their present debt of $2.200. Leave for this was granted and congratulations -pass- ed at the very excellent improvements made' on their church building- and property. Rev. J. 5, 'Henderson was appointed convener of Home Missions for the Presbytery. The Rev. P. Musgrave was nominated for modera- tor of the Pla,milton and London Synod. The Roy. E. H, Saweis and J. Bell were appointed members of the Synod's committee on bills. A conference was then held by the Presbytery on the subject of "Revi- vals -Their need and how to obtain them." ' An eaenest'and profitable dis- cussion lasting for one hour followed. Rev. Messrs. McLean, Anderson and Fletcher with elders from Londesboro, Otinton and Leehurn were appointed coinenissiouers to tbe. General Assem- bly, which will meet next June at Vancouver, B. 0.
