'The sub -committee of the Council
which is looking into the requirements
of the North-west Pea
las asked- Mr.
Haultain to give details of what is re-
quired for the corning year. A sug-
gestion has been made and is now
under consideration by the Govern-
ment that a large sum of money shall
be advanced to the Territorial Gov-
ernment from the Dominion on capi-
tal account far the - construction of
necessary roads, bridges; and public
works, rendered imperative by the
es settling of the population over the
whole territory. The amount' so ad-
vanced which would probably be a
million or a million and a .half dollars
in the next two years, wilt be taken
into account in the financial arrange-
meeeut which will take place when the
Te natories become a Lull -fledged pro-
vince. •
In connection with the proposed
emigration of British reservists to
Canada the Federal authorities have
offered to pay $10 towards the trans-
portation of each reservists immigrant
provided the reservists indicate they
desire to lead an agricultural life and

NORTH GREY IS REDEEMED
A by-election to fill the vacancy in
the Dominion House caused by the
death of Dr. E:" H. Horsey . (Liberal)
took place in North Grey Tuesday,
Matthew Kennedy, of Owen Sound,
being the Liberal and C. J. Thomson
the Conseavatr`i:e etind.idate, At the
general election fn 1900 Dr. Horsey
polled 2.831, against 2,803 for his
opponent,. 0. Gorden. On Tuesday
Mr. Thomson (Conservative) was elect-
ed by 217 majority with six .polls to
ear from. Terrebonne • and Two
ountains go Grit as before.

BS Honor' Judge Finkle, of Wood -
oak, had before him recently a
question, which. when decided, will be
of general interest to. the legal pro-
fession throughout the country. It
was as to whether or not a married
woman can be committed for nonap-
pearance to answer a judgment sum-
mons. At the last sitting of the
Division Court, His Honor made an.
eider to commit Mrs. Buck, in the
suit of Wilson vs. Buck. An • applica-
tion was made by Solicitor Bicknell
to set aside the order on the ground,.
among others, that the suit was not
instituted according to the praotise
of the court against a married woman
and therefore no order should be made.
The setting aside of the order was also
asked for because the case came under
McLeod vs. Emigb, in which the
judge of the Division Courtin which
the case was tried made an order for
the commitment of a married woman,
which order was subsequently set
aside by the full court. This case was
relied upon in support of the applica-
tion made to set aside the order for
contempt in tbe present case. Judge
Finkle held that the present caee was
distinguishable from ,the cases cited,
and refused to set aside tbe order un-
less defendant's .co unsel undertook to
produce the defendant for eiramina-
tion in pursuance of the practise of
the court. - It was subsequently ar-
ranged that the defendant should be
produced rnless Me. Bicknell after
advisement applied for a probibi-
jion.

WOMAN'S INSTITUTE, The South
Huron Woman's Institute •held its
regular meeting on Friday Feb. 20th
at 3 p. rn, in the reading room of the
Library. Mrs. W. J; Bissett gave a
paper on the many ways of cooking
eggs and also of pickling and preserv-
ing them, then followed a short dis-
cussion when many valuable sugges-
tions were thrown out. Mrs. T. EL
McOalinnr gave a demonstrated talk
on "Muffins and how to make thein
a short discussion followed this also.
We are pleased to note the interest

large attendance, when 12 new mem•
