CONSERVATIVE AUDIT RE- • QUIRED. In his famous Whitby speech Pre- mier Ross declared that the audit of • the publie accounts was faithfully done. The auditor "does not pay a _single dollar for any purpose unless the expenditure is authorized by the house. But still our Conservatiye friends say they do not know how the accounts stand. Perhaps they are • not good. accountants." This was ret ceiyed with "laughter In course of his financial statement last session, as treasurer of Ontario, Hon. Mr. Ross said: "Then we estab- lished an audit branch in connection • -with the treasury department. That Means an expenditure of $0;125. The aarcesult has been most satisfactory. We --7have the surest guarantee that the funds are properly expended, and there is such a check upon all the depart- • ments that we are satisfied that any man who investigates the public ac- counts will find rto money has been • Misplaced." Tt must be the provincial treasurer himself, Mrs Ross, who does not under- • stand the public accounts. He ex- pressed. the boldest confidence in re- gard to a subject to which he had not paid any but the roost cursory atten- tion. The, defalcation in connection • with the Succession duties -shows that the accounts were kept and audited in a most careless inefficient manner. The accruals of which he gave the total for 1901 in the speech quoted, as if the money was all in the treasury, were short by $10,000, according to ex- • pert estimates. Mr, Ross now declares that neither he nor any one else knows how much has been taken by the of- • ficial accused, but has promised that the matter shall be examined for six- • years back. • The loss of this money denotes a • looseness in the financial department • which- should cause shame to its chief. It shows that the audit which be de- fended with so much confidenee is a sham. Meredith,. the defence in the Freeman murder case, St. Thomas, made a mope in the direc- tion of securing funds with which to conduct their case. The accused lad, • King, is suing his late employer, Free- • man, for six years' wages at a rate of ten dollars a month, making a total of over seven hundred dollars. The mur- der trial is to come up at the spring assizes, and the defence wish the civil action for the wages to come up at the county court to be held late this fall, the reason being that if successful the accused would have some funds at his command before being placed on trial for his life. The matter was referred to a High Court judge by Judge Erma- tinger, and accordingly a motion was made by King's solictor. Mr. W. L. lVfcLaws, to hasee the action tried. at the county court. Crown Attorney Donahue argued. contra, and the mot- ion was disraissed, costs to be costs in action, without prejudice in action' to any other motion to change the ven- ue. INFRINGEMENT OF TRADE- • MARK, In an action in the High Court of Justice for Ontario, recently tried be- fore Ohaaacellor Boyd at Toronto, The Slater Shoe Co. and Chas. E, Slater, President. of' Montreal, makers of the fanious Slater Shoe, obtained a judg- ment forever restraining, F. C. Wil- kinson, a boot & shoe dealer of Owen Sound from advertising, offering. ex- posing for sale or selling boots or shoes not Made by the Slater Shoe Cos, as i'Slater Shoes," "Staler Goods" or "The Slater Shoe." The Chancellor also ordered Wilkinson to pay the heavy costs of the action. It seems Wilkinson was offering for sale, shoes Made by a manufactur- in Montreal, whose name was some- what similar to the, Slater Shoe Co. This maker came up from Montreal and gave evidence at the trial and ap- peared to be looking `after the defence for Wilkinson, but the Chancellor, after hearing the evidence decided that no one, except the Slater Shoe 0o., has a right to use the name "Slater Shoes," "Slater Goods," the Slater Shoe," or any similar name in connection with boots and shoes, and that Wilkinson had no right to use any name or names in connection with boots and shoes which might enable him to pass off a shoe not of the company's make, as being of their make, nor in any way to reap the benefit of the reputation which the Slater Shoe has acquired through- out the Dominion of Oanada. A committee of from twelve to fifteen representive men and an equal number of ladies is suggested for each school section, with the various lines of exhibits managed by eulacommittees. The exhibits should itclude the best peoducts,of the farm, orchard, garden and home, includ- ing all classes and varieties of grains, seeds, grasses. vegetables. fruits, plants, flowers, cookery, needlework and fancy woe]: of various kiwis. It IA thought that a healthy rivalry atno»g the school sections will lead to the prepavation of special exhibits in all impoetant lines, and make the It'air representative of the hest the iiciing can prod u ce. • Mrs. Sam. Clifford Sifton has been the centre of great interest. But his pcisition is somewhat different from that of his ex-frere. Some of the leading dailies have asked Mr. Tarte to turn his searhlight on Mr. Sifton's department and expose some of the much -talked -of western "jobs" "deals" and '•boodling". The public is also anxious to know more about that $97,790' aid to the Montreal Herald, of which Hon. Sidney Fisher g is a director. Mr. Fisher's share should g I be announced, . These roatters are get- fi ting to be live topics and should be ex- i plained. CONSERVATIVES HAVE ONLY ONE POLIOY. , Mr. R. L. Borden has come out of the West a man to whom all Canadi- ans can look with confidence. He and his followers have completed a trip of two Months which has afforded them splendid opportunities *to learn the needs of our fertile grain -fields, The information gleaned will prove of in- • estimable valae to the Conservative .leader and his associates, when in the near future they will have been called upon to administer the affairs of the country. Mr. Borden's speeches on the prairies were a surprise to all who met him for thefirst time, because his auditors were led to believe that like his opponents, he would have one pol- icy for the West and another for the East: In this they were greatly dis- appointed. No word uttered by the Conservative leader west of Ontario conflicts in the slightest degree with observations before eastern audiences. And it was this straight -forward atti- tude towards public issues that won for Mr. Borden and the Conservative party so Many staunch friends. • JUDGE ELLIOTT STRICKEN.
