Yours, A Citizen. The town bylaw says that no breachy cows shall roam at large. Owners of cows who roam are liable for all damage, but the trouble, is a man does not like to make bad friends by impounding his neighbor's cow and many submit to injury and loss sooner than create any trouble. It is a gross inj ustig to allow cows to run at large at all.
