Clinton backs police line

CLINTON - The central police com-
munication system will cost Clinton
$22,092.89 in 1984.
Located in Goderich, the telephone
system serves a total population of 19,248 in
Clinton, Goderich, Seaforth, Exeter and
Wingham. All police calls are handled at the
central dispatch, then forwarded to the local
police forces. Goderich alwo uses the
system for their fire calls.
In 1984, total net costs of the system is
estimated at $138,949, up $3,000 from the
previous year. The costs are distributed
amongst the five municipalities, based on a
population formula.
Goderich, with a population of 7,389 pays
38.4 per cent of the costs, or $53,356.42.
Exeter, the second largest muncipality in
the county, with a population of 367% PaYs
1tiperseI1t., os $26,539.26.
Third largest, with a population or3,058, is
Clinton. The town will pay 15.9- per cent of
the costs, or $22,092.89. Wingham, with 2,976
people, will contribute 15.5 per cent, or
$21,537.09. Seaforth has a population of 2,146,
resulting in a 11.1 per centage share, or
$15,423.34.
. Payments_ to the system are _made in
mOntily rernittantet and- Clinton will- pay
$1,841.07 each month.
A breakdown 'of the total budget shows
were $135,908.21, the cost of the 1983 budget
was spent. Expenditures included: salaries,
$88,286.78; office supplies, $1,602..63;
equipment, 47,075.66; Canadian Pension
Plan, $1,453.10; Unemployment Insurancc,

$2,939.08; OHIP, $3,001.05; London Life
Insurance, $4,477.20; OMERS, $4,817.34;
equipment purchases, $513.60; Bell Canada,
$18,252.76; sundry, $606.90; insurance, $724;
courses and training, $419.04; Workmen's
Compensation, $1,739.07.
BIA budget
Clinton Council approved the 1984
Business Improvement Area (BIA) budget
when they held their regular .council
meeting on Feb. 7.
This year's budget amounts to $13,000.
Included in estimated expenses are: ad-
ministration, $1,000; promotion, $6,000;
capital, $6,000.
Clinton businesses involved in the BIA,
financially support the organization through
an assessment on their business taxes. This
year the assessment will be based on
$10,000, not $13,000 since the BIA is carrying
a stu-phisitoni 1983. - -
Road subsidy
. There weren't any great increases from
the Ministry of Transportation and Com-
municiation (MTC) for street reebn-
struction and maintenance in Clinton, this
--year. The 1984 subsidyirom the MTC rose
by less than 1.5 per cent over last year.
This year $50,500 has been allocated for
new construction work and an additional
$58,500 has been set aside for street main-
tenance.
Council will finalize their 1984 street
works project by the end of March.

Environment budget up 2%

ment's 1984 budget.
County council approved several depart-
ment budgets at its Feb, t WSW,. All
budgets are subject to final review by the
axecutive committee and the count Y council
Alen it approves „its overall budget later
:his year.
The total plumbing and environment
)udget is $112,690, up from $94,544 last year.
Me county's share increases from $40,544 to
641.440.

The largest revenue increase will come
!rom the province through the Ministry of.
Health. The province is budgeted to pay
645,000 this year comparedlo $31,000 in 1983.
County clerk -treasurer Bill Hanly said the
province actually contributed over $45,000
last year, but only $31,000 was expected
when the 190 budget was PrePared'
Inspection and other fees will finance the
rest of the expenses. The largest expense of
the $112,690 budget is salaries at $74,765.
This is up considerably from $59,845
budgeted for salaries last year. Again Mr.
Hanly offered an explanation.
The clerk -treasurer said staff was ex-
pected to be cut, but because of the addi-
tional money from the province, the number
of staff remained the same.
Employee benefits and travel are
budgeted at $22,800 up from $20,615 last
year. The rest of the budget is made up of
costs for equipment, material and supplies,
rent and administration.

Health centre concept
to be explored at seminar
CLINTON - On Thursday, Huron County
residents will have the opportunity to ex-
amine. the concept of a community -
sponsored Community Health Centre, dur-
ing a workshop co-sponsored by The Huron
County Community and Social Services
Council and Women Today.
Such a facility provides primary care,
preventative care, and related social ser-
vices together in one complex. At the same
time, it combats the growing centralization
of decision-making by restoring control Or.
its own affairs to the small community.
"The concept has come out of a kind of
anger at our present health care system,
which is not meeting the needs of many of
our people. We have to change people's
sense of involvement before we can .change
the patterns ,of health and illness in our
society," explains Dr. Donald Cole, who will
Conduct the -two-hour workshop.
Dr -Cole is a physician at the York Com-
munity Services Centre, a highly successful
Toronto facility,_ which employs a team of
sloctOrS._ nurses,, _professional ' counsellors
and legal workers, as well as an army of
volunteer drivers, interpreters, tutors and
friendly visitors. .
At present, Community health centres
Ontario are funded jointly by the MiniStrie
of Health and Community and Social Ser-
vices, OHIP, the Ontario Legal Aid Plan,
andseveral sources of municipal funding.
The concept is strongly supported by the
Rural Learning , Association (RLA) of
,Guelph, which sees them.as a means of at-
tively involving communities 'in their own
health care.

"The opportunity is there for people to get
something better than sickness insurance,
to get genuine preventative and health
maintenance programs that really meet
their needs," says Dr. Cole.
Women Today has a set of three audio
tapes, produced by the RLA in 1983, whith
explain the concept and function of cnno-
munity health centres. These are available
on a loan basis to any interested party, and
may be obtained by calling the Clinton office
at 482-9706. •
The workshop will begin at 10 a.m.,
Thursday, Feb. 23 at the Vanastra Recrea-
tion Centre near Clinton. Admission is free,
and anyone is welcome to attend.
Letters have been mailed to the ad-
ministrator and chiefs -of -staff at all local
hospitals, and to other key health-care per-
sonnel in Huron County, urging them to at- -
tend. .
