visor and his workers.
Graham said his own
salary writ be increased to
$18,600 from $16,600. This
includes an office and car
allowance.
The assistant clerk's
wages will increase to $9,600
from $8,000.
In tax related matters,
council decided to collect
taxes only twice in 1982.
The first payment has
been moved forward to come
due on March 15. The second
payment comes due
November 15.
Graham said the township
also plans to pass a by-law.
establishing a minimum tax
bill of $10.
Though no action has yet
been taken,council met with
Peter Jackson of the
ministry of in-
tergovernmental affairs to
discuss tax registration
procedures.
Graham said the township
may go to the registration
system rather than a tax -
sale system to collect back
taxes.
Seven tile drainage ap-
plications totalling $43,000
were accepted by council
and a bylaw was passed to
allocate $23,000 to four ap-
plications for the drainage
loans.
A court of revision on the
Bean drain supplementary
pp ementary
will be held January 4. The
drain involves work with a
pipe crossing highway 4.'
A municipal drain petition
signed by Ken McGowan and
others was accepted. The
engineering firm of Haskett
and Hodgins was appointed
to study the work necessary
in lot 19 of concessions 1, 2
and3.
A licence for a gravel pit
was approved for Gordon
Heard, of lots 1 and 2 of the
Bayfield road north con-
cession.
In other business:
Council paid a mem-
bership fee' of $30 to the
Ontario Farm Drainage
association.
The Huron County day
centre for the homebound
was granted $15.
A bylaw passed earlier in
the spring was corrected by
resolution to allow Union
Gas to operate a franchise
within Stanley Township.
Approval was received for
a provincial recreation grant
from 1980. Graham said the
money would be received in
about 8 weeks.
In Old Saxon
Times
In the old times the Saxons
used to dance around an
apple tree on New Year's
eve, singing a song. This was
supposed to insure a good
crop. Bells were rung to
notify the people of the going
out of the old and the coming
in of the new year. Another
ancient custom in some
parts of England was the
opening of the house doors
that faced the west to let out
the old year, while the doors
on the opposite side were
opened to usher in tie new
year. In the sixteenth cen-
tury pins, which had been
newly invented, were ex-
tremely popalar as New
Year's gifts.

No remuneration increases
for council
McKillop councillors increased
remuneration for the township's reeve
by $150 at their final regular meeting of
1981 at Winthrop recently. The nlltotion
came from deputy reeve Marie Hicknell,
who noted because of an oversight, Reeve
Harvey Craig's renumeration stayed the
same last year when councillors increased
their pay. The reeve's yearly stipend rises
from $1,000 to $1,150.
Meanwhile, council members decided
there will be no ia)crease in their
remuneration for 1982, which will remain
at $900.
Council increased its mileage allowance
from 27 cents per mile to 35 cents.
Remuneration for special meetings re-
mains at $25 per meeting, save for
meetings that go beyond five hours which
will be defined as a full day and paid at a
rate of $50 per meeting. Council's
allowance for conventions will remain the
same, $30 including registration fees.
Council has determined tax instalment
dates for 1982 will be May 28 and Oct. 15.
A tender for fuel from Ross Scott Fuels
(Sunoco), Brucefield was accepted which
involved the following net costs (including
taxes and discount) gas, .321 cents per
litre; diesel fuel .347 cents per litre; fuel
oil, .2370 cents per litre. Five tenders were
received, only four on time.
At its meeting earlier this month council
decided to investigate purchasing its own
fuel tank so it wouldn't be tied into any par-
ticular tender and might create a more
mbers
competitive bidding situation. But roads
superintendent Wayne Dolmage reported
a 500 -gallon tank would cost well in excess
of $5,000 and council scrapped the notion.
Council also made its board appoint-
ments for!, 1982 with the deputy reeve and
three councillors returned to the posts they
held this year: Art Anderson, Ausable-
Bayfield Conservation Authority; Bill
Leeming, Maitland Valley Conservation
Authority; Marie Hicknell, Seaforth Com-
munity Hospital and Bill Siemon, Blyth
District Fire Area.
Salaries.....®
'from page 3
increase of $3,000 for 1982 increasing his
1981 salary of $46,500 to $49,500.
Mr. Marcy defended the motion, stating
other staff members such as teachers,
custodians and board office secretaries all
received salary increases over 10 percent.
A 7.3 percent increase was allotted to the
superintendent of education. This salary
will increase from $41,000 to $44,000 effec-
tive January 1, 1982.
The co-ordinator of maintenance ana
assessment received a salary increase of
12 percent. The co-ordinator's salary in-
creased from $20,860 in 1981 to $23,365 for
1982.
Mileage rates for the board were also in-
creased, retroactive to September 1. The
rate increased from 25 cents per mile to 28
cents per mile.
