Clinton News-Record, 1981-12-02, Page 5• MVCA hold general meeting Twenty - n 1 n e municipalities of the Maitland and Lucknow River watersheds were represented at the 111 general meeting of the Maitland Valley. Con- servation Authority held last Wednesday, November 25 in Wroxeter. Other officials at the meeting represented the district and regional offices •of the Ministry of Natural Resources in Wingham and London, as well as Tom Pro= ut, the General Manager of the Ausable-Bayfield Con- servation Authority. Introduction of guests at the commencement of the meeting also included Mrs. Margaret Bennett of Wingham. Mrs. Bennett was recently appointed as one of the three provincial representatives to the Authority. The first item of business on the agenda was the presentation and approval of the Authority's Advisory Board reports. The Chair- man of each of the four Ad- visory Boards (Water Management, Conservation Areas, Community Rela- tions and Land Manage- ment) summarized the work that has been undertaken thus far in 1981. Some of the major projects which were highlighted were the installation of gauging and monitoring equipment as part of the Authority's new computerized flood forecasting system and the co-ordination of Phase III of the Listowel Flood Control Program. This phase in- volves bank protection works to be completed on the portion of the Maitland River running from the Spinrite Yarns factory to the C.N.R. bridge in the southwestern portion of the town. Phases IV and V are designated to be completed in the next two years. Suc- cesses were also noted in the Authority's new minimum maintenance approach which was implemented . on all Authority conservation areas during 1981. The major portion of the meeting was devoted to an explanation and discussion on the 'whats?' and 'hows?' involved in the development of the Authority's Watershed Plan. Although appearing as a somewhat complex pro- cess, the end product can be easily understood. The members were informed that the plan will act as a working guide from which the Authority can see where its priorities for the next 15 to 20 years will lie. It will also assist staff to plan their yearly work schedules ac- cordingly. • Part of the watershed planning process involves a careful look at what condi- tion renewable natural resources are in. One of the most delightful tasks of the meeting was per- formed by Jack Graul of Ellice Township and Chair- man of the Maitland Founda- tion. Graul informed those present that the Authority will be receiving, by dona- tion, a 125 acre parcel of land in the Goderich area. Although not finalized as yet, the 1982 budget was presented for approval in principle. With a total estJrnafed budget of $917,1314 for 1982, the local share is estimated at $246,000 which would mean an averaged general levy increase of 11.5 per cent. Marlene Shiell, secretary -treasurer, ex- plained figures will not be available until year end when the Authority receives word from the Ministry of Natural Resources as to what the Authority's funding allocation will be. Bean Festival raises *6,000 The Zurich I3ean Festival Committee made a profit of about $5,000 to $6,000 from this year's annual event, ac- cording to president Chuck Erb. He says the committee pians to funnel much of this back into the community with donations; $2,000 to the conservation authority park in Zurich, $1,000 to the arena for washroom repairs, $500 to the local meals on wheels program, and the committee has arranged for free Satur- day afternoon skating at the arena for Zurich's childre• this winter.
