Holy Communion was
celebrated in St. James'
Anglican Church Middleton
last Sunday morning at 11:15
a.m. Mrs. Margaret Mid-
dleton read the Epistle, and
the theme of Rev. Wm. Ben-
nett's sermon was The New
Heaven and Earth.
The A.C.W. of St. James'
Church Middleton, will be
held October 8th,\, 8 p.m. at
the home of Rev. and Mrs.
Bennett of Bayfield. Mrs.
Deeves, leader, is in charge.
Those going on the South
Western Ontario tour to Jack
Miner's etc., please be at the
Legion in Clinton ready to
leave by 8:45 a.m.

Middleton and Fred Dutot on
their winnings at the tractor
pull in Clutton on the
weekend.
Mrs. Adelle Jervis and
Mrs. Fred Middleton attend-
ed the tractor pull in Clinton,
the first time the two grand-
mothers of Jim Middleton
have seen a tractor pull.

Bill 82
outlined
at meeting
Teachers will have less
control in the placement of
an exceptional child under
the special education policy
(Bill 82), elementary school
teachers found out at a fall
conference of Region One of
the Women Teachers'
Association of Ontario held
here.
Elementary school
teachers from Oxford, Wind-
sor, Huron, Perth and all
points in between were told
at the conference held on
Saturday the ramifications
from the implementation of
Bill 82.
Mary Howarth, executive
assistant for the F4deration
of Women Teachers, from
Toronto, said in her opinion,
"Bill 82 is, in a way, a
transfer of power".
She said it was perceived
that schools had too much
power in regards to the plac-
ing of exceptional children.
"Now greater power has
been accorded to. the parent
and child," said Mrs. Howar-
th. She noted that persons 18
years of age and over can
make a decision on their
placement.
Mrs. Howarth had explain-
ed the background of Bill 82
at a conference held this past
summer.
She told the teachers pre-
sent they will still recom-
mend to principals a .child
who may need to be iden-
tified as an exceptional stu-
dent. The parents are also
able to do this.
From there, the case goes
to the Identification, Place-
ment and Review Commit-
tee which does as its name
suggests. It identifies any
exceptionalities, places the
student and reviews annual-
ly the prescribed placement,
if any.
Mrs. Howarth explained
there are routes parents
may take if they wish to ap-
peal any decision made by
the IPRC, and the school
board may also make an ap-
peal, but at no time may the
teacher make an appeal.
"To me its an imbalance,"
said Mrs. Howarth:
She explained if a teacher
did not agree with the place-
ment of a student, there is
nothing they could do.
