Eyewitnesses told
Transport Canada in-
vestigators the plane was
flying by a farmhouse (at the
Joe Visser farm on con-
cession 4 and 5 of McKillop
Township) when it banked
sharply andeaught a tree top
with its wing, causing it to
crash.

on impact. Robert' Van-
derIHyden, 19,. of RR 1,
Sebringviile died later , at
University Hospital in.
London. The third occupant
of the plane, 16-yetir-old
Ronald. VanBakel of RR 1,

The primary function of
the . Plumbing and Environ-
ment Division of the Health
Unit: is to enforce, part seven
of the Envirtonn ental Pro-
tection Act which regulates
sewage disposal and the On-
tario, Regulations 647- respec-
t1t1gpltmnbutg.

lotinspection to 'discuss the
proposal ` with the home
Owner and.make'sure the in-
stallation will coliform to the

installation iscompleted
prior to backfilling, a
reinspection is completed to
entice that the job has been
installed as per the con-
struction ;permit.. If the in -
Spector is satisfied with the
job, a . Use Permit is then
issued allowing the contrac-
tor to backfill and the owner
to use the system.
Plumbing inspection re-
quires first, a permit to be
issued for the installation
followed by a rough -in in-
spection at which time a
water test is put on the
system to check for ground
construction. When the job is
completed, a final inspection
is conducted, again to ensure
the job conforms to the On-
tario regulation.
Other jobs performed by
this Division include com-
plaint investigation for both
plumbing and environment,
water system inspections
and quality testing, land
severance, subdivision and
lot appraisal investigations.
At the present time, the
Unit is attempting to initiate
a program " dealing
specifically with cross con-
nection control in potable
water systems. This pro-
gram, although mainly to be
directed at commercial and
industrial systems, can, in
many cases, be applied in
the home.
