double in size,
annexation
okayed

Hensall could almost dou-
ble in size at the start of next
year. The Ontario Municipal
Board (OMB) has approved
the village's annexation of
two parcels of land in the ad-
jacent ' Towti bip of Hay,
which consents to the annex-
• ations.
At present Hensall has an
area of about 212 acres. The.
properties to be annexed
1 total 201 acres, 10,1 of these in
Lot 19 to the south of the
village and 100 acres in Lot
22 to the north.
In its decision rendered
July 29 the OMB says it is
• satisfied annexation will
ilat benefit all concerned and
MIIF help implement the planning
policies of boat Huron Coun-
ty and Hensall. Residents
have 28 days to appeal the
OMB decision, which would
go into effect Jan. 1, 1982.
Objections to the proposed
annexation were raised at an
OMB hearing in June, which
the OMB responded to in last
week's decision.
Though the acreage to be
annexed is mainly good
agricultural land the Board
says most land in the county
is of similar high quality
There is little developable
land left in Hensall and ur-
ban growth and development
cannot and should not stop.
Objectors voiced concern
at June's hearing that they
might lose the bussing ser-
vice now available for
students,, attending local
schools, and that students
might be forced to walk
along the busy and
dangerous Highway 4. The
OMB quotes the Huron Coun-
ty School Board as saying
bussing will continue until
safe alternative routes
become available which will
allow children to walk to
school away from the
highway.
The OMB says changes, in
taxation rates resulting from
the annexation will be
minimal. It accepts evidence
from Hensall's consulting
engineer that servicing the
new land will present no pro-
blem for the village should
future development take
place.
Hensall has had a ten-
tative proposal for a subdivi-
sion in Lot 19, but the OMB
finds any concerns about this
proposal to be premature
because the land is not yet
Hensall's and no plans for
the subdivision have been
submitted to the provincial
government. If and when
such a subdivision becomes
an issue the Board feels the
Planning Act will provide
methods for full and com-
plete examination of the pro -
The owners of properties
at the south end of Lot 19 ex-
pressed concern they might
be forced to pay for
municipal sewer and water
services that they don't
want. The OMB is satisfied
Hensall doesn't need or in-
tend to do this. The, Board
finds fears rural mail
delivery might be affected
by the annexation to be un-
founded, and notes police
and fire protection for the
parcels to be annexed are
adequate. The OMB says
residents of Lot 19 will
benefit from lower hydro
rates if they become part of
Hensall.
In its decision, the OMB
commended the village for
its efforts to explore and
satisfy concerns raised by
residents of the properties
proposed for annexation.
The OMB feels these con-
cerns were to a large part
answered at the hearing.

Tuckersmith
The Township of
Tuckersmith passed three
motions at its regular
meeting last week.
Applicants seeking an ex-
emption from the township's
zoning bylaw will now pay a
fee of $100 to the Committee
of adjustment. The former
fee was $50.
Clerk Jack McLachlan
says a tile -drainage loan ap-
plication was approved, and
the township also passed a
motion to write the Ministry
of Natural Resources and
ask for exemptions from two
requirements under its pits
and quarries licence.
