In days like these, when the Govern-
ment press devotes itself to misrepre-
senting the 6)=ci41 condition of the
country, it is satisfactory to have an
authority to fall back upon that cannot
be questioned.
The Statistical Year Book for 1899
has been issued. The wide scope it
takes, the vast labour spent in making
the tables correct, and the evident
pains to make every subject easy to
understand, do credit to the compiler,
Mr. Johnston.
The disputes between tbe Conser-
vatives and the advocates of the Gov-
ernment centre most over the revenue,
the ex eediture, and the additions to
the debt. The following comparison
shows at a glance the difference be-
tween 1896, the year when the Conser-
vatives Ieft office, and last year :

To simplify these figures we have
left out fraction a thousands, They
showthat at in three years both revenue
and expenditure have increased ten
million dollars.
That is, the Government has receiv-
ed ten millions more of yearly income,
spent it all, and incurred twenty miI-
lion dollars more debt.
Exception may be taken because the
gross debt, instead of the net debt, is
quoted. Our reason for doing so is.
that the assets include so many ques-
tionable items that the amount they
are totalled at could not nearly be

A Philadelphia magistrate has thus
delivered himself on the subject of
election frauds:
"The pollution of the ballot is worse
than treason, and if I had the making
of the laws I would hang every indi-
vidual found guilty of that infamous
crime. Upon the ballotlrests our honor
and institutions. It should be sacred,
and the man that pollutes it is entitled
to no mercy."
But that is not tl3e Ottawa view of the
question.
The President of the Licensed Vict-
uallers' Association at'Montreal asked
for support for the Laurier Govern-
ment because Hon. Mr. Foster and
Hen Hugh John Macdonald are in the
the ranks of the Opposition. This a

went, but who does not seem to have

ier liar denied any complicity, so far

is a disgrace to Canadian politics.
The total taxes levied by the Domin
ion Government during the last three
years of Cooservative rule was $00783-
686. For the last three years of Grit
rale the taxes were $102.770,745. Here
is a difference of close upon twelve
million dollars,
