OCTOBER I8tb,1900 ANC1T13BR DIS J L, ECTED LIB' Kenneth. Mackenzie, for fifty years one of the most repected Liberals in Manitoba, denounces has own party and says it is controlled by Sifton and other risen who htave no regard for Liberal principles or their word. Me, Mackenzie served for matey years as a Liberal member for the Local House, and is a wealthy farmer. Senator Perley predicts the defeat of Oliver and Douglas in the Territories, lie says Oliver would have been returned prac- tically without opposition had it not been for the fact that the Siftonites were so busy in his interests. BROKEN PROMISES, Putliit their briefest for. m,bere is a list of the pledges which Mr, 11, H'. Cook, ex -Liberal AL. P„ charges the Laurier Government with having; made and broken:--. To maintain the independence of Parliament. To make Parliament the judge in all cases whereministers aa re accused n e f is on c iil c du t, To reduce the expenditure. To reduce the debt. To reduce the taxes. To abolish protection. To get the refrence for Canadian products in the British market. To prohibit the liquor traffic if so di- rected by a plebiscite. To diminish the cabinet. The lower the outlay en superannua- tion account. To abolish tbe Department of Trade and Commerce. To abolish the Senate. Mr, Cook's offence in Grit eyes is not however, in making these charges. His offence is that he has proven the charges to be true. A STARTLING QOIIIP.ARISOI+i'. 1.000.0.011, In days like these, when the Govern- ment press devotes itself to misrepre- senting the 6)=ci41 condition of the country, it is satisfactory to have an authority to fall back upon that cannot be questioned. The Statistical Year Book for 1899 has been issued. The wide scope it takes, the vast labour spent in making the tables correct, and the evident pains to make every subject easy to understand, do credit to the compiler, Mr. Johnston. The disputes between tbe Conser- vatives and the advocates of the Gov- ernment centre most over the revenue, the ex eediture, and the additions to the debt. The following comparison shows at a glance the difference be- tween 1896, the year when the Conser- vatives Ieft office, and last year : 1896. 1899. $27,750.000 $31,950,000 Raised by taxes Revenue front other sources and from loans 8 850,000 11,780,00 Total revenue $ 36,600.000 $ 48,730.000 Expenditure 14.000,000 51,100,000 Gross debt 325,700,000 315,100,000 Taxation per head $5.42 56.58 Gross debt per head .........$63.55 S64.97 To simplify these figures we have left out fraction a thousands, They showthat at in three years both revenue and expenditure have increased ten million dollars. That is, the Government has receiv- ed ten millions more of yearly income, spent it all, and incurred twenty miI- lion dollars more debt. Exception may be taken because the gross debt, instead of the net debt, is quoted. Our reason for doing so is. that the assets include so many ques- tionable items that the amount they are totalled at could not nearly be realized. -Huntingdon Gleaner (Lib.) A Philadelphia magistrate has thus delivered himself on the subject of election frauds: "The pollution of the ballot is worse than treason, and if I had the making of the laws I would hang every indi- vidual found guilty of that infamous crime. Upon the ballotlrests our honor and institutions. It should be sacred, and the man that pollutes it is entitled to no mercy." But that is not tl3e Ottawa view of the question. The President of the Licensed Vict- uallers' Association at'Montreal asked for support for the Laurier Govern- ment because Hon. Mr. Foster and Hen Hugh John Macdonald are in the the ranks of the Opposition. This a back -banded slap at Mr. Fisher, who is a member of.' the ,Laurier Govern= went, but who does not seem to have made his temperance sentiments very Much felt. P., and who represented East Siaucoe, charges the Laurier Government with requesting $10,000 from Jain as a price for a seat in the Senate, or Upper House at Ottawa, Sir Wilfred .Laur- ier liar denied any complicity, so far as be is concerned, in the ate otiatiens to sell II. 13. Cook a seat he the Senate for ten thousand dollars, H, H. Cook, in an interview wltll a represelttative of the Mail and E111p re says "1 have read the statement of Sir Wilfrid Laurier by way of denial that he or any agent of his had demanded from ese any sum of money. Sir NI atria is to speak in Toronto ou Tuesday night, and I shall wait to see what he may have to say then upon this subject. "In the meantime, I say that the statement already make by me to Mr. Tucker is absolutely true, and I will very shortly nsake a full statement of the whole transaction, or what would have been a transaction had 1 consent- ed to be bled. Possibly Sir Wilfrid may be willing to escape responsibility by denying the agency of the parties-- there arties-there were two of thew--whoapproach- ed me, but no such pretence will avail him. The connection of these gentle -- men with tbe members of the Govern- ment is known to everyone, aud he will simply not: be able to deceive anyone by pretending that they did not come directly from the Goverment, or that the proposition they naatle was not made by authority." We thine: for the honor and credit of our common country, these rbavges should he investigated before the com- ing election oceurs. The charges are not made by a Tot,y, but by a life•loaagi Liberal, and a former N. P. If true it is a disgrace to Canadian politics. The total taxes levied by the Domin ion Government during the last three years of Cooservative rule was $00783- 686. For the last three years of Grit rale the taxes were $102.770,745.
