to have the book-keeping of these
Mutual Iosurauce Companies carried

and he urges with all the emphasis
that arty pulalie otheial eau possibly
use that to extend the period to five
years would be a very objectionable
thing from a bookkeeping point of
view ; and that after ail is a Illest

judgment, of the House as against
the other coneideration urged, arid I
hope the Louse will see no dilliculty

ly ln dewed in the Province I might
thank it, advisable to give way to the
honorable gentleman, but I find it has
not. been pressed or urged upon the
louse except by the Hourareblegentles
man. For some years we have not
beard a wale' aboet the matter. and I
am advised that taking the Insurance

stands, and therefore ibis bill has not,
been prepared in response to arlything

of thls neture.
MU. Winnesere, (Leader of the Op-
position) ; Those who have approach.
ed the confederation of this subject
with an •open rnind like my Honorable
friend the Pi ender and payeelf have
met with dieuppointruent to -day. We
have heatd the argument relearned
and the reasons given by my Honor-
able friend Mr. Eilber, the promoter
of the Bill, and I am sure it will be nd-
witted that prima facie they are no
unreasonable. We had been waiting
to hear eotnething on the other side.
The honorable gentleman who pro-
motes the bill has practically made out
his ease as fair as an intelligent obser-
ver can make out, 1 put. it to the
honorable gentleman whether we ba -ye
received me& mstruetion from the
other side. honorable friend the
Provincial' Secretary dealt with the
question as to the danger that might
accrue to the insured with a policy
extending over 6 years awing to
changes which might be made in the
preraises instwed, I was waiting with
a good deal uf interest to beat. the
reasons that could be advanced by the
Honorable the Attorney -Gen end
against the adoption of the this Bill,
and I have not heard any exeept the
one or two to which 'shall refer. The
priecipal ohjeetion my honorable
friend urges as thee another man ob-
jects to it, that the Inspector of In-
surance said that it is all wrong. I am
not prepared to take my instructions
as to how 1 shall vote in this House
from any Inspector. The Inspector
may be a very worthy and desirable
man in his position for all I know, and
it is perfectly, proper that he should be
at hand to give the benefit of bis ad-
vice to members of the government
and members of the Legislature, and
it, is also perfectly proper, and any
other course is perfectly improper,
that after the members of the House
receive and bear the views ad vancedby
the expert, that they should then come
to a conclusion, and I have yet to bear
any honorable gentleman advance the
idea that the ipse dixit of the Inspec-
tor of Insurance is to be swallowed
whole by the members of this Legisla-
ture.
How. Mit. Gxesow-No, ; I did not
ask honorable gentlemen to do it.
-311.7-WHITNEY-That iswhat we
-
have been asked to do to -day. My
honorable friend eeminds me of the
description of a clergyman, now long
years passed away, who was bead of a
college not ten thousand miles from
here, and who was asked one day
•whether students might be allowed to
•plant two or three trees in a corner of
the grounds of the college. He sat
tnusingly for a while before he replied,
and then aid:s"Hee it ever been done
before ?" Was this ever done before ?
No, but the spirit of progress which is
abroad on this side of the House re-
quines that, it shall be done, aed at any
rate my honorable friend gives us as a
reason to vote against this Bill the
opinion held by the Inspector of In-
surance. Surely he should not expect
US to be satisfied wieh the mere etate-
ment of the opanion of this official,
My honorable fleeted says if we go five
years why not go on to six years? The
process by which my honorable friend
arrives at that state of mind can only
be properly carried out by continuing
up to the hundred, becatise the one is
just as likely to g eard as the other.
My honorable -friend after telling us
this, says that according to the In
spector of Insurance the book-keeping
will be rendered much more difficult.
That is the lazy policy, and because
more work Will be required therefore
it should not be adopted. It won't be
advaececl by eoly learned friend, I am
sure, that the book-keeping Will be-
come so intricate diet people cannot
be found to grapple with it. I con-
clude my remarks with the simple re-
petition that we have been reasonably
expecting to hear a detailed statement
of the objections to this Bill, we have
not, heard tbat and, therefore, we have
a right to assume that the case has
been made put by my friend who, pro-
motes the Bills '
HON. MR.7 HARCOURT (Minister *Of
Education) -I think 1 could gi,ve reas-
ous for eary vote aeide from the opinion
of any Inspecter, but I sap to. my
leernecl friend is it not well before we
change this. or that section of any sta-
tute to kuow that the change will re-
sult in a deeided material bene6t? It
has not been shown that there is any
special virtue in a four or five years'
term. There ie a virtue in the three
Years because we have treed it, and it
bas been the practice of insurance coal -
patties, and we baye had experience
under it and no one in the House has
pretended there has been any earnest
dereaud for a change. .Thee may be a
conservative stand for me to take, but.
I think it is good reasoning. My hon-
orable friend (Mr. Whitney) bars pro-
tested with a great deal of reason
against tinkering with the Municipal
and Assessment Acts, and the Bill this
afterp000 is worthy of no other nerne
than that of tinkering with the bents -
:Ince Ace My honorable friend was
riot quite fair to the Attorney -General.
He said the .A.ttorney-Generare first,
reason was that the Inspeetor of Ins
surance said so and so. That. was not
what nay honorable friend (the Attor-
ney-Genera,l) said at all. I understood
laim to say that the Inspector of Insure
ance, speaking for sceres of insurance
companies, speaking as an expert. as
well as voicing the (minims of searee
of experts, garve it as his opinion that
the law as it Alma was eartisfaretery,
and that a chowe would not be eatis
faelory.
Mu. FON' (South Toronto) -If the Pv.
groper -its of the bouorable Provincial
Sr el. 1so y haye any weight with thelet-
bro. - 1 san astonished thet, they do
pot move an amendment to reduce the
term of four years to three years. If
they have faith in their owu a:seer-Hon
and their own orgornent that would
be the logical outcome of it. They
have not youttnecl to do so, and I do
not think I am making an undue in-
fercuce in drewiug conclusions that
they themselves have not too much
Will in the view they presented to the
House, The honorable Minister of
Educatiou does riot take the same
view of what the Attorney -General
said as does the leader of the Opposi-
Gap. I listened to the honorable the
Attorney -Grimed and 1 underetood 1128
statenwet to be just as it was eet forth
by the leerier of the Opposition. Whet
I understood bine to say was the In-
spector ad Insurance had strong views,
and that he was influenced by these
strong view& We were not told what
these strong views were, we were not
'yen the reasons that actuated the
nspector. We ere now told by the
Minister of Education that be has
heard the yiews iniillIATICO men.
Possibly they were insurance of joint
stock companies and L0t 1:11513raliCe
men connected with Mutual Fire Insurance companies. In the Bill we
«re now considering we are dealing
with Mutual Companies, These com-
panies, as I uncleretaud, are formed of
a, number of farmers who group them -
wives together and decide they will In-
sure each others property, and they
ha.ve confidence in each other, they
know what they want and tbev know
what they are doing. They are not
obliged to insure for four years under
the Act, it is optional with them. They
au insure for three years, two years,
or one year. If some have an idea
that they do not wish to insure for
five years they do uot, need to, but if
any one wishes to insure for five years
why prevent them, We are told that
a million charter's did not give any
powers beyond three yenes. That is
because Dominion ebarters do not in-
cmporete Mettle] Companies. This is
a, Mutual Company clause and it is not
applicable to the other compunies, and
therefor e special reasons that apply to
Mutual Insurauee companies would
not be applicable to joiut stock com-
panies. For these reasons I think that
the arguments presented by the honor-
able gentleman who introduced this
Bill in default of any reasons given
from the other side to offset them are
sufficient to enable me to vote for the
second reading' of this Bill.
A. diyieion of the House being taken
a second reading of the Bill was de-
feated on a vote of yeas SO, nays 44,
and so it was declared in the negative.

Use the World's Greatest
• Spring Medicine
Paine's Celery Compound
It is the one Remedy Gladly
and Universally Recom-
mended by the ablest
Doctors.
It is well known that almost every
condition of winter life has been de-
trimental to the health of thousands
of men arid women.
The blood has become clogged and
impure t the skin is unhealthy and
ruddy,showing eruptions and pimples;
the eyes are dull and sunken ; the
nerves are unsteady; there is loss in
ts eight, and stomach tronbles, rheu-
matism and neuralgia make life a
misery by day and night.
Paine's Celery' Compound is the on-
ly spring medicine that the best phy-
sicians are new recommending, because
no other remedy can so quickly bring
new and vigorous health to the ailing
half-dead and brokendown.
• Paines Celery Compound cures dis-
ease by first purifying the blood and
enriching and strengthiug the nerves.
Tt makes the weak strong; it regulates
and invigorates the entire nervous
system from the brain to the minutest
nerve filament.
See that the experience of tens of
thousands has proven that Paine's
'Celery Conappund is the greatest of all
spring medicines -the One e-etnedy that
the world could not lose to -day at any
price -it is foolish and suicidal to defer
its use. One or two bottles used at
this seasoo will surely banish all symp-
toms of disease and fit you for the
wok and duties of spring and sum-
mer.
Wimp you are buying Paine's Celery
Compound see that you get the gen-
uine with the name "Paine's" and the
"Stalk of Celery" on the label ; other
compounds are frauds and deceptions.

and tried everything I could think of, but
was unable to get relief until I took Bun

arid after taking five or six bottles was
entirely well, and have remained so ever
since, and feel as though B.& B. had saved
my life. -Mrs, T. G. Joyce, Stanhope, P.Q.
Covered My little boy, aged to
With Sores. years, was a complete
mass of sores, caused, the doctor said, by
bad blood. His head and body were
entirely covered with sores, and we could
find no cure. Finally I got a bottle of
Burdock Blood Bitters, and before one -
hale the bottle was gone he began to
improve and by the time it was finished
there was not a sore on him.
I used the B.B.B. as a wash as well as
internally, and it seemed to give great
relief ast soon as it was put *ft. -Mrs.
