The honorable gentleman who pro- motes the bill has practically made out his ease as fair as an intelligent obser- ver can make out, 1 put. it to the honorable gentleman whether we ba -ye received me& mstruetion from the other side. honorable friend the Provincial' Secretary dealt with the question as to the danger that might accrue to the insured with a policy extending over 6 years awing to changes which might be made in the preraises instwed, I was waiting with a good deal uf interest to beat. the reasons that could be advanced by the Honorable the Attorney -Gen end against the adoption of the this Bill, and I have not heard any exeept the one or two to which 'shall refer. The priecipal ohjeetion my honorable friend urges as thee another man ob- jects to it, that the Inspector of In- surance said that it is all wrong. I am not prepared to take my instructions as to how 1 shall vote in this House from any Inspector. The Inspector may be a very worthy and desirable man in his position for all I know, and it is perfectly, proper that he should be at hand to give the benefit of bis ad- vice to members of the government and members of the Legislature, and it, is also perfectly proper, and any other course is perfectly improper, that after the members of the House receive and bear the views ad vancedby the expert, that they should then come to a conclusion, and I have yet to bear any honorable gentleman advance the idea that the ipse dixit of the Inspec- tor of Insurance is to be swallowed whole by the members of this Legisla- ture. How. Mit. Gxesow-No, ; I did not ask honorable gentlemen to do it. -311.7-WHITNEY-That iswhat we - have been asked to do to -day. My honorable friend eeminds me of the description of a clergyman, now long years passed away, who was bead of a college not ten thousand miles from here, and who was asked one day •whether students might be allowed to •plant two or three trees in a corner of the grounds of the college. No, but the spirit of progress which is abroad on this side of the House re- quines that, it shall be done, aed at any rate my honorable friend gives us as a reason to vote against this Bill the opinion held by the Inspector of In- surance. Surely he should not expect US to be satisfied wieh the mere etate- ment of the opanion of this official, My honorable fleeted says if we go five years why not go on to six years? The process by which my honorable friend arrives at that state of mind can only be properly carried out by continuing up to the hundred, becatise the one is just as likely to g eard as the other. My honorable -friend after telling us this, says that according to the In spector of Insurance the book-keeping will be rendered much more difficult. That is the lazy policy, and because more work Will be required therefore it should not be adopted. It won't be advaececl by eoly learned friend, I am sure, that the book-keeping Will be- come so intricate diet people cannot be found to grapple with it. I con- clude my remarks with the simple re- petition that we have been reasonably expecting to hear a detailed statement of the objections to this Bill, we have not, heard tbat and, therefore, we have a right to assume that the case has been made put by my friend who, pro- motes the Bills ' HON. In the Bill we «re now considering we are dealing with Mutual Companies, These com- panies, as I uncleretaud, are formed of a, number of farmers who group them - wives together and decide they will In- sure each others property, and they ha.ve confidence in each other, they know what they want and tbev know what they are doing. They are not obliged to insure for four years under the Act, it is optional with them. They au insure for three years, two years, or one year. If some have an idea that they do not wish to insure for five years they do uot, need to, but if any one wishes to insure for five years why prevent them, We are told that a million charter's did not give any powers beyond three yenes. That is because Dominion ebarters do not in- cmporete Mettle] Companies. This is a, Mutual Company clause and it is not applicable to the other compunies, and therefor e special reasons that apply to Mutual Insurauee companies would not be applicable to joiut stock com- panies.For these reasons I think that the arguments presented by the honor- able gentleman who introduced this Bill in default of any reasons given from the other side to offset them are sufficient to enable me to vote for the second reading' of this Bill.
