Cape Town, Aug. 9.--A despatch from Pretoria, capital of the South African Republic, says the Volksraed has declined to agree to the suggestion of Mr. Joseph Chamberlain, British Seoretary of State for the Colonies, that the effect which the Transvaal franchise reforms will have on the Ultianders should be in- quired into by a joint commission. They also dwell upon the serious situation thus arising, and upon the consternation of the Uitlanders over the addition to the Grondwet, compelling them to fight for the Transvaal, which seems to indicate that the Transvaal Government is expecting hostilities. The Tunes' correspondent at Pretoria says: "A gloomy View is taken here of the whole situation.
