Cape Town, Aug. 9.--A despatch from
Pretoria, capital of the South African
Republic, says the Volksraed has declined
to agree to the suggestion of Mr. Joseph
Chamberlain, British Seoretary of State
for the Colonies, that the effect which
the Transvaal franchise reforms will
have on the Ultianders should be in-
quired into by a joint commission. The
Vollesraad, however, consents to receive
friendly suggestions.
Will Make Everybody right.
London, Aug. 9,-Tlie Daily Mail pub-
lishes the following despatch from
eee. Johannesburg: "By a special articee,
n be added to the Grondwot (the constitution'
ran- of the Transvaal), the President is
authorized, in the event of war, rebel-
lion or other einergeney, to proclaim
mar'tial law, and to oompel every inhabi-
tant of the Ropublie to bear arms in its
the* defence. The Pretoria forts are being
0 t,ien. strengthened, and Boer agents are buy-
nd ing up all the available draught oxen x.X
Bechuanaland "
Serious situation.
AR the despailehes from the South
African correepondents of the London
morning papers take it for granted that
the secret session of the Volksraad, called
last evening (Tuesday), cenfirm the
rejection of Mr. Chamberlain's proposal,
but leave the way open to continue
negotiations. They also dwell upon the
serious situation thus arising, and upon
the consternation of the Uitlanders over
the addition to the Grondwet, compelling
them to fight for the Transvaal, which
seems to indicate that the Transvaal
Government is expecting hostilities. The
Tunes' correspondent at Pretoria says:
"A gloomy View is taken here of the
whole situation. The general impression
in Boer circles is that Mr. Chamberlain
is forcing on a war and that, consequent-
ly, it would be tutile to make advances,"
