BRITISH PREMIER SPEAKS LORD SALISBURY DELIVERS AN IMPORTANT ADDRESS. e Me Support* the Monroe Doctrine as President MonroUnderstood ,It—The Armenia quesnolo. A despatch from. London says:—The banquet of the Nonconformist Unions ist Aesociation, at the Hotel Metro - Pole, Priday nig, was the occasion for an adaress by the Marquis of Salia- lit bury, Prime Minister arteSecretery of State for Foreign. Affairs. In the eourse of his reruarks, he said, with re- ferenee to Venezuela—"I laave been held up as the denouncer of the Mon- roe doetrine. As a matter of fact, al-, though the Monroe doctrine is. no part' of international law, my despatch to Secretary Olney. the Secretary of State for the United States, supported it as a male of poliey in. the strongest and most distinct terms. But when I stat-. eel, in that deepatch, and reiterate now, tbat as a rule of policy, we are the en- tire advocates of the Aloxiroe doctrine, we meant the Monroe doctrine as Presi- dent Monroe uaiderstood it. (Cheers.) In that sense you will not iiod any more convinced supporters than we are.' Lord Salisbury then turned abrupt,- ly to the Armenia question, and be re-' preached the religious communities" with labouring under a raintake wben they supposed that England had bound herself in honour to suceour the Arrneniane. winch means to go to war with the Sultan in order to force him to govern. the Armenian:. well. THE BERLIN TREATY • he said, merely bound the signatory powers that if tee Sultan promulgated certain refornee they would watcii over the execution of those eeforois. Noth- ing more, He del not think anyone, could interpret that as an undertaking to go to war. As to the Cyprus convention, Lord Salisbury continued, "it contains no trace of an undertaking, to int er- fere in behalf of the Sultan's sub- jects. I was concerned in the draft- ing. of both these conventions," Lord Sahebary said. "nod. nothing would have induced me to pledge my coun- ry to such a desperate undertak- ing." The speaker reminded. his bear- ers that the reforms which the Sul- tan had receatly accepted, although very good reforms, eould not be ex- pected to produee good government in wo months. They require time to vork out. The speaker went on to say, "They would require time in any ivilized community, and much more so in a savage and fanatical com- mini-V. I hope they will have a hone- icial effect as time progresses." Salisbury then continued by aying:—" Meantime, by spreadieg. eaopg the Turks the feeling that their onunion was threatened, these re- orms have led unfortunately to the I erpetration of horrors, which can only o compared with the dans of Genghis ' Khan and Tamerlane. I am aware that matey influential people aver that this was done by the Sultan and his Government with set purposes. My own opinion is that the Sultan's Gov- ernment is weak, wretched, impotent, and powerless; but it is a dream to imagine that he ordered the perpetra- tion of these cruelties. In my judg,- ment there is no ground for think- ing so. A despatch from London, Eng., says: The police authorities of Scotland Yard are congratulating themselves on the remarkable absence of crime which has prevailed in the metropolis daring the past year. The annual police report shows that London, in its freedom from the effects of law -breakers, has made a record whieh may well be envied by the governments of all large cities. One of the chief officials at Seotlan.d Yard stated to a representative of the press: "The absence of any startling epi- deanic of crime in London is due to the fact that the police authorities adopt the maxim of An ounce of prevention is wortha pound of eure.' In fact, since the %leek the Ripper' scare there has been nothing of a. nature which has caused the department any great anxi- ety. True, in so large a, place as Lon- don there will always be daring crimes committed; but the pence pride them- selves that the tactics applied by a faan, ous detective in. TERRIBLE SUFFERINGS. If you. ask why we have not interfer- ed, I can only answer for England that we could have threatened what I may call annoyances in the seizing of Cus- toms here and there • but when you are dealing with the rising of a whole fan- atical population against a popula- tion with whom they have been at bitter enmity for ages, and who are situated in mountains far removed from the seashore, you. are deceiving yourselves if you ima,gme that ling- la.nd's arm, long as it is, could have done anything in mitigation. Nothing but it military occupation could have done it, and. England does not possess the power for military occupation at that distance. Mr. Gladstone wrote in a. letter that England could cope with five or six Turkeys. That was a most U1 -judged and rash observation. If the Sultan would meet us on the open sea, undoubtedly we could cope with five or six Sultans. But it is not worth arguing the possibility of England oc- clinying these inaccessible provinces. I am not bound to. answer the question why Europe did not interfere. I say confidently that none of the powers wished to interfere, and I believe their view is then with patience, the Sul- tan's prestige, which Is the only pow- er left in the country, will ultimately re-establish order and allow industry and commerce to take their usual se- cure course. That is their view, and it le our duty to give the Sultan time. It is not for rao to pass judgment on than view, but no other remedy has been suggested. It is some encourage- ment to find that already some degree of order is being restored. If you do not act with the great powers you must act. against them, and produce calamities, far more awful and terri- ble than the Armenian atrocities." • In conclusion, Lord Salisbury refer- red to the recent patriotic demonstra- tions in the colonies in the face of threatened foreign complications, and, saidn-"I care not how much we are isoleted if we are untied. An example has been set which will shed a. bene- ficent light on the latest generations of Engliehmen." IVIICH. ar..gziggimmeminEmengEn, SECISSEEI•HigISIEMEMMEtzsgssuil Bicycle Notes. The bicycle which is made responsible • for ahl kinds of things, good, bad and indifferent, is now charged by a to- bacco journal with having enslaved at low calculation 500,000 males who were forrnerly addicted to the smoking habit, • and who have now abandoned it because it is difficult to ride and smoke at the same time. There is, of course, a cor- responding loss to the tobacco trade. The journal argues that, if these 500,000 , males of the bike craze have weaned, , themselves frona snioking only two ci- gars less a day—and this is a =elevate computation—then the consumption of ' cigars is decreasing at the rate of 700,-' , 000,000 in a year. These figures may be exaggerate.d, but there is nevertheless a perceptible deerease in tobacco con- sumption, and it is no discredit to the wheel that in that direction it is en- couraging economy. It has also as- sisted the cause of temperance by dimin- ishing the consumption of inteadeants. The rider is obliged to keep a cool head, and can not, therefore, drink much g the amusement, moreover, is so health- ful that instead of icreatinga desire for artificial stimit ulants, nclines the rider to inreeent clra.ughts, and best of all, to fresh and cool water.
