A despatch from London, Eng., says:
The police authorities of Scotland Yard
are congratulating themselves on the
remarkable absence of crime which has
prevailed in the metropolis daring the
past year. The annual police report
shows that London, in its freedom from
the effects of law -breakers, has made
a record whieh may well be envied by
the governments of all large cities. One
of the chief officials at Seotlan.d Yard
stated to a representative of the press:
"The absence of any startling epi-
deanic of crime in London is due to the
fact that the police authorities adopt
the maxim of An ounce of prevention
is wortha pound of eure.' In fact, since
the %leek the Ripper' scare there has
been nothing of a. nature which has
caused the department any great anxi-
ety. True, in so large a, place as Lon-
don there will always be daring crimes
committed; but the pence pride them-
selves that the tactics applied by a
faan,ous detective in. New York—that of
knowing the wlaereabout of all the
leading criminals—applies with equal
effect to London."

TERRIBLE SUFFERINGS.
If you. ask why we have not interfer-
ed, I can only answer for England that
we could have threatened what I may
call annoyances in the seizing of Cus-
toms here and there • but when you are
dealing with the rising of a whole fan-
atical population against a popula-
tion with whom they have been at
bitter enmity for ages, and who are
situated in mountains far removed
from the seashore, you. are deceiving
yourselves if you ima,gme that ling-
la.nd's arm, long as it is, could have
done anything in mitigation. Nothing
but it military occupation could have
done it, and. England does not possess
the power for military occupation at
that distance. Mr. Gladstone wrote in
a. letter that England could cope with
five or six Turkeys. That was a most
U1 -judged and rash observation. If
the Sultan would meet us on the open
sea, undoubtedly we could cope with
five or six Sultans. But it is not worth
arguing the possibility of England oc-
clinying these inaccessible provinces. I
am not bound to. answer the question
why Europe did not interfere. I say
confidently that none of the powers
