Havana, Cuba, via Key West, Fla.,
Jan 18. -Gen. '.Martinez Campos, after
surrendering the supreme command in
Cuba to Gen. Marin, made the follow-
ing indignant statement. The press
cer.sor forbade its transmission by
cable. and it was sent by messenger to
Ivey West. Gen. Campos said:
"I speak because I am now a. private
citizen and not the Governor-General.
Be it known that I have not resigned;
the Government has removed use and
has done vi elf.
"1 feel a great resentment, caused by
the conduct of the parties in Cuba.
Nations exercise their sovereignty in
various ways. but the head should al-
ways rule. The principle of authority
shculd rise superior to all else.
"I have been opposed because, while
I may bred; yet, 1 never bond. 1 have
prevented a repetition of the sad
scenes of the las. war, and this has
been distasteful to the slob.
"The situation Is this: Here is a
prt.vInce, distant from the Mother
Country, where the political parties, by
are attitude they are taking, think to
shape the policy of Spain. If they had
not this idea I could speedily show
101.at the necessities of the situation
are.
But they know that they would find
me In the way if they would ask Inc
to shoot 17 students -(an allusion t
the massacre of students in the Etat
war -and because) of this knowledge
they conspired behind my baeo.
” Yes, this jest fres the true say in,r
that Spain has lost the America be-
cause of the Spaniards themselves,"
” This is a country of shupkeeP& r.-
who
.weho want to govern, and it Is they w1'0
are sweeping the country to ruin. Time
will tell if this be not so."
