The guidelines ensure that women will have equal access to credit and will allow them to take full advantage of their economic status in the marketplace of this province. The guidelines allow a married woman to be granted credit in her own name if her credit qualifications, in- cluding her earnings or "her separate prope''y are such that aman possessing the same credit qualifications and property or earnings would receive credit An unmarried woman shall be granted credit if her credit qualifications, property and earnings are such that a man posses .i, ;g the same credit qualifications, property or would' receive earnings credit. The minister of- consumer ctnd commercial *relation~, Sidney Handleman, who undertook to develop these guidelines, said no Special consideration will be given to any group, that regardless of sex, or marital status, they w ill have the sameequality of access to credit and have the same standards applied to his or her application. The development of these guidelines was undertaken by his ministry as their Inter- -national Women's Year project. Mr Wiseman, 'P.C. The Provincial cabinet cannot account for up to $51 million received from the federal government for social welfare programs, which was intended to be spent on assistance for mentally retarded people. The, minister of community and social services,' stated that his ministry received $30 million in 1974-1975 and $18 million for the first six months of this year from Ottawa under the Canada Assistance Plan, and that the ministry's projected spending for the rest of the year ,was $15.4 million, in- creasing over the next few years- 'up to $64.9 million in 1978-7R. • Assumin,g -the $18 million for the first six months would be matched by a further $18 million for the second sig months, this would mean a total of $66 million received for the retarded 'over the year, of which .._only $15.4 million was to , be spent.
