Accidents cosily to employee; employers also lose financktlly
Industrial accidents
directly affect more people
than is realized, by employee
and employer. Accidents may
result in a financial loss to an
employee or a severe one
may result in permanent
impairment which in both
instances affects the family,
An employer also loses
financially through an ac-
cident by the loss of time on a
machine or the replacement
of a man and subsequent
'°-training. Also, men may
leave a company because of
the frequency of industrial
accidents.
Ralph Hawker of the in-
dustrial relations department
of Babcock and Wilcox Ltd. of
Cambridge outlined the main
reasons for the occurrences
of industrial accidents and
the methods employed to
correct them when he ad-
dressed the Huron -Perth
Western Ontario Division of
the Industrial Accident
Prevention Association in
Goderich last week,
Mr. Hawker, who•has been
involved with the mining
industry for 17 years outlined
the safety procedure methods
developed by Neil George
who was a front line super-
visor for Inco in th& late
1930's. Mr. Neil's safety
procedure, when reduced to
simple terms involved
changing abstract injuries
into concrete facts to promote
safety..
He introduced the five point
safety system in 1938 to the
Quebec mining program and
the approach to safety is now
used in' all mining operations
in Canada, as well as Europe,
Ireland, Australia and 'other
countries as industrial
operations have begun to:.use
the system.
Mr. Hawker pointed out
that in an industrial accident
situation losses are incurred
by the employer, employee
and perhaps the family if
income is lost or permanent
physical damage is done.
This may 'also result in 'the
loss of the pleasures of life.
He then explored the
phenomenon of accidents and
listed three, basic reasons
why they occur., Ththree

will be ready November lOth.
The spa will be similar in
operation to the well-known
"Vic Tanny" Gyms 'operated

Vanastra Centre will provide

area residents who now
commute to London for this
service.
The apparatus available
includes: rowing machine,
barrel roller, electric exer-
cise bike, treadmill, four
standard exercise bikes, wall
weights, upright board, sit-up
board, incline bench, belt
vibrators, weight bars, hand
beauty weights, and weight
lifting equipment,

.Whitlock, is pleased with this
new addition to the Centres
activities: He stated that the
Spa will "be open ap-
proximately 12 hours per day.
This permits all to par-
ticipate in a fitness program
at their convenience,
programmed to your own
personal fitness needs.
Details of the services will
be mailed to all doctor's of-
fices, sports and service clubs
in the very near future.
The fees are most
reasonable for the individual
and for the family.

and the attitudes and tem-
perment of both supervisory
personnel and the workers.
Mr . Hawker " then laid the
responsibility for accident
prevention at the supervisory
level.
"All levels of supervision,
directly or indirectly con-
cerned, are responsible for all
accidents and there are four
major areas of supervisory
failures," Mr. Hawker said.
He suggested that in-
dustrial accidents can .•-be
"controlled by three main
sources: proper conditions,
proper practices and the
inds of men. The four major
supervisory failures that
contributed to unsafe working
conditions are the permitted
occasion which will allow an
accident to occur, incomplete
supervision w, iich occurs
when a supervisor fails to
give sufficient instruction of
duties.
This frequently occurs
among senior „employees:
since
employees-
since they are ,expected- to
have a knowledge of the
general procedure and
therefore instructions
become very limited and
general in nature.
The third supervisory
failure is ineffective super-
vision which is a situation.in
which a boss.fails to be a boss.
This implies that a' supervisor
.is not consistent and there is
no real meaning in what he
says. This type of supervisor.
becomes safety conscious
only, when the operations are
slack and there is time to
,devote to it.

The fourth supervisory

fail to conform to the safety
procedures as if there was
one set of rules, for the boss
and one set .dor the em-
ployees. Mr. Hawker ex-
plained that co •e. -sanies could
develop a syst m to eliminate
'.a good majority of industrial
accidents through proper
control, eliminating super-
visory failures and making
safety compatible with
production.
In order for safety to
become compatible 'with
production the working place
and equipment must be kept,
in good order. If the
machinery is in good working
order and the men are
working properly then they
are working safely.
"Accident prevention is
safety and efficiency in the
operation,'.- .Hawker said,
"but supervisory personnel
have to ensure that the em-
ployee has the desire and will
follow the techniques."
The Neil George system of
safety and prevention of
industrial and mining ac-
cidents - was introduced to
Quebec in 1q49 and since then
there has been a significant
reduction in the number of
accidents. Babcock and
Wilcox Ltd. introduced the
program in 1973 but the
decrease there has not been
all that appreciable.
Mr. Hawker emphasized
that the program required no
follow up training and for the
first time- has given super-
vision something concrete to
work with ' in the im-
plementation 'of safety
procedures and prevention of
accidents.
