The Governrhent has agreed
to a five-year 'averaging ap;
proach to the financing of
losses on export ,sales of dairy
products.
The export equalization fund
will be administered by the
Canadian, Dairy Commission. It
is. designed to prevent sharp -
variations in levy rates
collected from producers while,
at the same 'time, generating
sufficient revenue to meet the
total loss on export sales of
dairy ,:products over the next
five-year period. .
The levy rate will be
reviewed and, if necessary,
adjusted annually ' to • reflect
changes in inventory and in the
international market con-
' ditions for dairy products: The
rate will be set at a level which
is expected to ensure. the fund
does not, at year-end, show a
deficit or surpltu of more than
$40 nvllion. '
In theadministration of the ,
fund, interest will be charged
t on loans from the Government,
and interest will be paid on
surplus in the account.
The dairy policy announced
on March 27, provided for an
increase to 100 million cwt, or 5
percent in deliveries of
manufacturing milk on which a
subsidy of $2.66 would be paid.
Present indications are . that
productitirl this year will he in
excessof this amount. 'This
