He explained that it is not
possible for a farmer to ride out
the rough periods any more and
the agricultural communities
in the province and perhaps the
nation will be in serious
trouble. One Of the major
culprits has been the'increased
costs of energy., The proposed
30 per Bent increase in hydro
rates will have a dramatic
influence on. farm com-
munities.
Interestingly, rural
residential rates are lower than
farm rates. Farmers use two
per cent of the total kilowatt-
, hours in Ontario which
amounts to more than four per
cent of Ontario. Hydro's
revenue.
Mr. Gaunt pointed,Out to the
legislature that from 1966 to
1971, 500,000 acres of
agricultural land went out of
production.
"It seems to me that we must
have a commitment on the part
of this, government to preserve
good agricultural land," he
said. "I have talked about it a
•number of times but we see no
firm commitment on the part of
- the government in, this
regard."

production as farmers leave
the land in droves. There were
127,000 fewer farmers in 1971
• than a decade earlier and a losS
of more than seveniarms every
day. In ,the ten. year period,
between 1961-71 Canada lost 1.7
per cent of its farrn acreage. In
• the Same period Ontario lost
14.1 per cent, eight times the
national average.
Gaunt explained that while
.input costs were escalating Out
of sight the prices were falling
back. He was depressed with
the situation and the only
alternative wa's for the
,province of Ontario to in-
troduce a 'farm income
• protection plan. That, he,
thought, was the only long term
answer to assure farm people
that they will get their cost' of
production back when they
produce the food. .
"In my view, unless they are
• given, this kind of assurance we
are going to Continue to lose
good agricultural land to ur-
banization." •
The government has now
committed $20 million to an
income stabilization program.
However that $2.9 million is . a
mere token if the province is at
all serious about introducing
anytype of guarantee at all.
If the $20 million was applied
to the province's corn growers
• it would provide protection of a
mere 20 cents per bushel. The
current production costs are
$2.50 per, bushel and, price
• predictions for- the harvest are
$1,.50 per bushel. Therefore the
TO cent protection would leave a'
deficit of 80 cents.
The program cannot
• adequately cover one phase of
the farming industry and
spread over a number of
commoditieS its effects would
be negligible.
• Last year Ontario farmers
paid $31 Million in property
taxes; $194 million in wages;
$113 million in interest
payments; $247 million for the
purchase of farm machinery;
$98 million for fertilizer; $452
million for feed and $16 million
for seed and,plants.
Gaunt suggested that if the
government wag' serious about
an income program for far-
mers they wouldl'edirect $108
million that is given to industry
for production machinery
whichwill not guarantee one
more job in the province. •
• The British Columbia
government budgeted $27
million for farm income
assurance in 1975. The Ontario
•farming industry has close to
six times the volume of B.C.
agricultural production and

would only be fair to allot six

dustry in our own province.

Mr. Gaunt concluded his
statement to the legislature.

nment of Ontario .must say to
the farmers:, "Look, 'we don't
want you to bear the brunt of
the vagaries of the market-
place any longer. We're
prepared to help you."
