Massing Troops.
LONDON, duly 23.—A Yokohoma de-
spatch says Corea has consented to Japan's
reform proposals. American and British
marines have been landed to protect their
respective legations in Corea. China re -
'quested Japan not to permit Japanese
war ships to enter the treaty ports. Japan
replied tat she would maintain her right
to enter testy ports at any time. A war-
like feeling prevails in Yokohoma.
SHANGHAI, July 23.—An unconfirmed
rumor is current here that war has been
declared. between China and Japan. The
Chinese are blocking the northern passage
of the Yang Tee Kiang. Incoming vessels
are compelled to pass the Joo Sung forte.
It is reported that Japan has forbidden
the Yuzen-Kaisha Companies steamers to
leave Japanese waters. Japan has chartered
all of the Mitsui-Bussan Company's ships
in addition to those of the Yuzen-Kaisha
Company.
YOKOHAMA, July 23.—It has been learn-
ed here that 12,000 Chinese troops have
received orders to proceed with all pos.
sible despatch to Corea.
WASHINGTON, July 23.—Gen. Sateno,
the Japanese Minister, places no credence
in the report that war has been declared
between China and Japan. He says re-
cent experience abundantly confirms his
statement that Shanghai is the birthplace
of many groundless rumors sent out for
speculative purposes and he thinks that he
would have heard of a declaration of hos-
tilities if it had been made.

A Sad Accident Whie)n Happened to a
Thaluesvillo Young 'Man.
THAIaIESvILLE, July 23.—A sad accident
.happened yesterday about two miles of.
Morpeth dock whereby this village loses a
young and much -respected citizen, Mr.
Chas. E. Buller, son of Henry Buller.
With some friends, among whom were his
brothers, Alfred and Dougald J., . his
brother-in-law, L. C. Decow, W. F. Law -
elms?, William and Bert McDonald and
Hiram Richardson, he went to Lake Erie
to spend the day. He, Lawrence and the
MacDonald brothers went out bathing.
The water at the time was a little rough
and the waves were running very high.
The othermembers of the party were
situ g,in the carriage on the shore waiting
for fee bathers, who all started to come to
land after being in. the water about half an
hour, when the deceased dropped behind
the others and was apparently seized with
,cramps and sank about twenty rods from
shore where the wafer was not more than
four feet deep.
As soon as hie companions missed hien
they turned back to rescue him, but on
account of the muddy condition of the
water they were unable to find the body
until about sin oclock when all hope of
resuseitation was gone.
The remains reached Thamesville after
•miduight. The deceased leaves a wife
and one child. -

BbNrAIL, Ont., July 10.—Yesterday the
barns and out buildings belonging to Chas.
Stewart, Lake coed, Ashfield, were de-
stroyed by fire together with his binder
and about 15 tons of pressed hay. The
loss will be between 81,000 and $1,500.

Frederick Wilson and John McDonald,

on a charge of housebreaking, were Thurs-
