Ont, drivers can donai'2e�rgans
by filling out licence -stubs
Ontario drivers licences,
beginning with those issued this.
week-- will contain -a '-new-
detachable stub to permit
persons to designate their
willingness - to donate ' their
,bodies or vital organs for
scientific or medical purposes.
The prggram, announced in
the Legislature by John
Rhodes, Minister of Tran-
sportation and Communication,
makes Ontario the first
province to include the organ
donor section on' the licences.
Those who are unwilling to
participate in the program will
simplybe able to detach the
consentstub from the licence.
Mr. Rhodes had .. originally
announced the change in the
licence form last October and
claims the ministry is now in a
position Oto issue , the new
licences. The stub is' headed:
Consent Under the Human
Tissue Gift Act, 1971 and for'
legal reasons only persons of 18
years of age and over will be
able to give consent.
The form is designed so
persons can designate whether
he or she would consent to
donating,his or her entire body
or "the following specified
parts of my body" for "trap=
splant and other therapeutic
purposes - medical education -
scientific research."
The new card also informs
the signing. donor-. to strike out
any purposes that are not in
accordance with their wishes..
Although Ontario was the first
province to introduce the
licence change Dr. G. A.
deVeber,, chairman of the
Kidney Foundation of Canada's
organ donor program, said that
Tennessee and Arkansas have
similar programs.
The ' Kidney Foundation of
Canada now has more Than
1,400 patients across Canada on
chronic dialysis treatment
most of whom are . anxiously
waiting for kidney transplants
and"Dr. deVeber hoped that the
new licence forms would double
the number of donors. -'
The new drivers licence
forms, which Mr. Rhodes
added were legally binding,
will alert police at an accident
or medical authorities in the
event of sudden death, of a
person's wish to - donate. In
most cases time is a critical
factor.
Dr. deVeber and Mr. Rhodes
believe the program will :.
become far more important in
the future as heart, liver 'and
"- other transplants become more
commQn;p•nd numerous.
The new licences will begin to
be distributed this week as part -
of the normal renewal process
based on drivers birth dates at
a rate of about 60,000 ,licences
per week.
There is no need for a witness
signature on . the -forms and
drivers ., whose'. licences have"
.recently been renewed and who
would like 6 obtain a donor
stub may contact the nearest
driver examination centre or a
:district or regional office of the
Ministry's drivers and vehicle
division.
"We sincerely hope that
those among the more than four
million Ontario drivers who are
eligible will consider taking
advantage of ,this declaration,"
Mr..Rhodes said.

(L—Huron-Bruce) said last
week -
Speaking in :the legislature,
during 'debate on estimates of •
the ministry of agriculture and
food, Mr. Gaunt said it was nice
of the government to promise a
$20 -million income stabilization
fund in the speech from, the
throne March 12 but that it
would have been .more
favorably accepted by now if
the plan had been put into
practice:
"I think consumers- and
people generally in this
province are recognizing that
stable production is preferable
to instability both for producers
andfor consumers," he said.
"Farmers can no longer
assume all the risks involved in
producing food. They have now
come to the point where, they
can't Survive by simply
tightening their belts."
Resistance on the part of
consumers to higher food
Prices makes it thereasingly
difficult for .farmers to get a
r fair and adequate' return for
their efforts fromthe
marketplace, he added.
"The minister has to come in
with a much more adequate
stabilization plan than has been
• so far evidenced.
' "This would guarantee
financial viability and it would
insure that farm income, at
least equals a realistic
production cost as. established
for each commodity."

government's $20 -million fund
"peanuts" compared with the
real needs of farmers:
He corriplained of the lack of
a 'long-term agriculture
program for Ontario. '
He told Agriculture Minister
William Stewart that- "you
respond to the pressure as it
becomes irresistible. The
policy becomes piecemeal." ' •
