Eugene Prendergast I-Ianged for the
Murder of Carter kItirrison.
HE: TAKES HIS FATE QUIETLY
He Was Dissuaded. From Making His In-
tended Speech -HI■ Neck Broken:
by the Drop -The Crime for
Which' He Paid the
« . Penalty.
CHICAGO, July 14. -Prendergast, the
assassin of Mayor Carter Harrison, was
hanged yesterday. He seemed to be in.
different''lo'his fate and died game.
At 11.0, nine minutes after the trigger
was sprung, Prendergast was announced
dead:'
The assassin made no audible sound
from the time he left his cell. He 'was
dissteided by Shiriff Gilberts from making
a speech.
The''ltturder of Carter Harrison was one
of the most dastardly on reooi!d. The
Mayor had returned home from attending
the closing ceremonies of the World's Fair
about six on the evening of Saturday,
October 81, last year. It was near 8
o'clock when Prendergast, who had been
hanging around the premises, approached
the house and rang the Bell. A girl an-
swered the ring end was asked if the
Mayor was at home. On receiving a reply
in the affirmative, Prendergast pushed his
way in, saying at the same time that he
must see Mr. Harrison. The Mayor, hear-
ing the noise, entered from the dining
room to the hallway, andthe girl then took
her departure.
"Well, what ` do you want with me Y"
- asked the Mayor.
Then the assassin drew a revolver from
his pocket and without a word of warning
commenced firing. The first shot was
fatal in itself, entering the Mayor's right
Breast and penetrating the lung, The
wounded man attempted to retreat to the
dining room, but was followed by Preisder•
gest, still firing, Three shots in all were
Erred, two having fatal effect.
Carter H. Harrison was five times elected
Mayor of "Chicago -18'70, 1881, 1883, 1885.
and 1893, He was born in Kentucky in
1825. When he was eight months old his
father died, but the circumstances" of the
family were left in an unusually promising
condition. At the time of his death he
was a widower, but was engaged to be
married to a Miss Annie Howard, whom
Le called for constantly, while he was dying.
The lady, however, did not arrive until the
murdered Mayor had breathed his last.

Minister, of F+itiate°, moved in the .flours
of Commune xr,une yesterday the second reading
pf the bill to ratify the ]'rettoh treaty. .flis
supported it in a very short speech.
Sir Richard Cartwright did tot very
strongly oppose the treaty, but :held that
it was :all in faros of .1?'ranoe and against
Canada. He showed th'ct the pruhi*
tiouists and the winegrowers we1'a opposed
to the treaty, and that it weak], red lice the
revenue when Canada could 111 afford to
lose
lairit;. O'Brien, Conservative, moved in
amendment; ''While this House is Willing

OTTAWA, July 12. -The French treaty
passed the committee in the House of
Commons yesterday and stands for a third
reading.
Hon. George Foster theninoved: "That
it is expedient to provide that the Gover
nor-iu•council may enter into a contract
for a term not exceeding ten years with
any individual or 'company for the per-
formance of a fast weekly steamship .ser-
vice between Canada andthe United King-
dom, making coeneotion with a drench
port, on such terms and.conditious as, to
the carriage of mails and otherwise' Os to
the Governor in -council seems expedient,
for a subsidy not exceedingthe sum of
$750,000 a year."
The Minister of Finanee went onto ex-
plain that there would be four Raw vessels
equipped with all the modern improve-
ments of a first•class line of steamships,
The speed is to be 20 knots an hour and
the carrying capacity of the steamers is
to be 170,000 tons register, The boats
would give a freight and passenger ser-
vice. They would carry 500-first-olass and
1,000 steerage passengers. The costof the
vessels would be from £400,000 sterling to
£500,000 sterling.
Sir Richard Cartwright, in criticizing
the' resolution, said that it was not possible
to navigate the St. Lawrence at arate of
20 knots. The river was. too 'dangerous
for that speed.
The resolution was adopted.
OTTAWA, -July 13. -Mr. Tarte yesterday
afternoon made his long -expected charges
against the judiciary of the Province of
Quebec. He declared that for the pest
twenty years there had been a veritable
regime of terror in Quebec) on account of
the judges having been chosen exclusively
from one political party.• His charges
were against Judges Bosse, Ouimet and
Tellier, Judge Bosse he accused of parti-
zanship, particularly in connection with
the McGreevy litigation. Judge Ouimet
he charged did not reside in Sorel, as the
judge of the District of Riehelien was by
statute required to do. Moreover, though
living in Montreal, he had charged the
Government for travelling fees when he.
held court in the District of Montreal.
Judge Tellier he charged withpartizanship
in forcing litigants to insert their legal ad-
vertisements in certain Conservative news-
papers, to the detriment of Liberal papers.
Mr. Tarte proposed no resolution, but
left the.ease iu the hands of the Government
Sir John Thompson complained of the
vagueness of 3lr. Tarte's charges, but asked
the House to let him reserve his decielon
as to parliamentary luvestigo Lion for a
short tiibe.• He promises an investigation
into the charges of illegal collection of
travelling -expenses by Judge Ouitret.
Oreaw.t, July 14. -The case of A. J.
Tnrcotte, M.P., was discussed iu the House
yesterday, It was brought up on a motion -
of Mr, Giroud (Jacques Cartier) to adopt
the report of the Committee on Privileges
and Elections, which exonerated Mr. Thr-.
cotte froni the cliarges preferred against
him.
These charges were that he was a Gov-
ernment contractor;, or rather holding a
contract from the Cxovernmept with the
Militia Department through a third party.
This is a violation of the Independence of
Parliament Act, The case was ventilated
before the Privileges and Elections Com-
mittee and by a majority' the committee
decided that the charges were not proven.

that the cearges weraproven.

OTTAWA July 10 -The bill extending a
subvention of $750,000 fora fast .A.tlantie
service went through the committee stage
in the Honse on Saturday. Thera was a
long discussion.
Mr. Foster, in reply to Sir Richard Cart-
wright, said he did not think themerchan-
dice shipped in the fast steamers to Eng-
land, re'sbipped by a cross line to France
would be admitted into that coentryuncler
the French' treaty free of the surtax
dentrepot. Neither he or the Premier
would give any assurance that goods' ship
ped 111 steamers which palled at an English
port en route to France would escape the
surtax,
Mr, .1nyot, however, read the Flon
lah
eustona law toshowthere was
no doubt
that goods shipped to Fl ranee in a steamer
Which called .atEnglish poet en route would
not have to pay the surtax.
Sir llicherd :Cartwright pointed out -that
'tvliile the provisional contract' with Mr.
Hucldar•t for the service contained e pro-
vision for a second, ten years after the ex-
.ir: of the fleet ten-year Contract. The
