Colborne planner
Residents of., the hamlet of
Saltford in Colborne Township
believe that it is becoming the
bedroom of Goderich and that
growth in the township will
undoubtedly take place in that
hamlet.
At the fourth Colborne
Township Secondary 'Plan
workshop, residents explained
that the .hamlet would attract
residential ` development but
competition from the town •of
Goderich • would make it im-
, possible to attract business and
industry. ,
At the turn of the century
Saltford was a booming
community on the Maitland
River with such commercial
enterprises as two hotels, a
blacksmith and shoeing shop,
and a tannery as well as other
small businesses.
However the small hamlet
just north of Goderich has since
dwindled' from a thriving.
community to a residential
settlement with a population of
approximately 145. It now has
three commercial enterprises,
a general store, a welding shop
and a hall, and there might be
little hope of attracting
anymore.
Residents in attendance at
the meeting were in agreement
that §altford could attract
residential development
because it is a quiet area, the
services and taxes are cheaper
and t�ve..-to it is an _..the_ attractive alter -

But some of the residents did
express a fear that if boun-
daries were set and lots were
divided they would be snapped
up very quickly by the
residents of the towns. It was
also pointed out that set
boundaries could have some far"
reaching implications on in-
tensive animal .operations in
the area.
Under the terms of the code
of practice a 2,000 foot buffer
-.zone is required between in-
tensive operations and
residential development. Also
the farmer must have a' cer-
tificate of compliance` from the
area residents.
'Huron County planner Gary
Davidson stated that a balance
must be'achieved in planning sa -
'that $altfordhas enough land to
grow but precautions must also
be taken not to affect existing
farm. operations. He also added
that the needs of Saltford must
be carefully .examined since
there' -could, be some Concern
over the water supply. Most of
the water supplied comes from
underground springs and
development could affect that
supply. Also because of the
, slope of the land in, the area
,seepage .and drainage must be
given careful consideration:
Mr. Davidson told the
gathering that planning could
be done in a similar fashion to
the planning in the hamlets of
Grey Township. There boun-
daries were set to allow single
residential development to
locate almost anywhere and
larger residential or < com-
mercial develoi ibel'rts had to
apply • for • rezoning. Public
meetings were then held in the
hamlet to discuss the rezoning
` application and. determine the
climate of the people.

subsequent attraction of
related industries woilld have a
large impact on the growth of
Saltford.
Residents were confident
that such expansion would not
affect Saltford and that it would
be unlikely for the •town of
Goderich t� expand in that
direction because of the ex-
pense related to providing
services on the other side of the
river.

However airport commission
member Russell Kernighan
said that he could not see how
the airport could pay for itself
unless Goderich ..grows as an
industrial` centre which he
stated was unlikely.
The airport area and possible
expansion in that direction will
have to have .a second look
before Colborne Township
residents hammer out the
details of the secondary plan.
