Murray Guwtt.qvtsflns emission control wisdom a •Transport Minister Jean Marchand has rel'eased the results of the latest 12 -month vehicle exhaust emissions test program and also announced that the 1975„and 1976 Canadian emission standards will be extended through 1977. The results of ...,the test program showi” that the Canadian motor vehicle in- dustry is providing passenger cars which ,.are well within established emission stan- dards,.. " , The test ' program involved deterfnining the compliance of 1974 -model -year vehicles with the exhaust emission requirements of the Canada • Motor Vehicle Safety Stan- dards. A total of forty-three 1974 -model passenger cars were tested for the Ministry's 41, Road and Motor Vehicle Traffic Safety Branch, and included both import and domestic models representing . typical new • products available to Canadian purchasers. The benefits of standards stablization for longer terms have been demonstrated by the results of the 1974 test program, Mr. Marchand added. ,Experience in the United States with more stringent emission standards and more complex emission controls, is being Closely monitored to determine any effective emission technology which may be applicable to future' Canadian needs and conditions. Also included with the emission tests was a deter- mination of the fuel economy of the vehicles tested. The fuel economy figures were generated from 4,000 miles of actual driving with each test vehicle and are representative of the fuel economy obtained in normal driving practice. Little Inc., of Cambridge, Mass., found that car mantif actu-rers ` doul'd�''give almost 50 per cent better fuel mileage with the technology they already have through redesigning automatic tran- smissions, by manufacturing smaller cars and by employing alternative engine designs; and in view of .the renewed em= phasis on energy conservation, wouldn't the minister feel that this would be a better ap- proach, rather than trying to eorce the emission control _--standards which *•are--already-- really unenforceable and which in all cases increase, gas" -coir=. stlmption by up to 50 per cent? Mr. Roy: A good question. Hon. W. Newman: Mr. Speaker, that's , a very "good question- and a, very good point that has been brought up. It comes completely under the jurisdiction of the government of Canada related to the manufacture of the vehicles. I think.the member should take it to them.
