results of the latest 12 -month
vehicle exhaust emissions test
program and also announced
that the 1975„and 1976 Canadian
emission standards will be
extended through 1977.
The results of ...,the test
program showi” that the
Canadian motor vehicle in-
dustry is providing passenger
cars which ,.are well within
established emission stan-
dards,.. " ,
The test ' program involved
deterfnining the compliance of
1974 -model -year vehicles with
the exhaust emission
requirements of the Canada
• Motor Vehicle Safety Stan-
dards. A total of forty-three
1974 -model passenger cars
were tested for the Ministry's

Road and Motor Vehicle Traffic
Safety Branch, and included
both import and domestic
models representing . typical
new • products available to
Canadian purchasers.
Mr• Marchand noted ' that
there had been a significant
improvement in the test results
for 1974 models;, over 1973
models, even though the
emission standards had
remained the same for *both
years, Not only were exhaust
emissions lower in 1974, b.tt the
need to perform engine
maintenance to enable a
vehicle" oto pass the tests
decreased from 468 per cent in
1973 to 16 per cent in 1974; ,
The 1975 and 1976 emission
standards, for hydrocarbons
and caron monoxide were
tightened to 2,0 grams per mile

results of the 1974 test program,

with more stringent emission
standards and more complex
emission controls, is being

any effective emission
technology which may be
applicable to future' Canadian
needs and conditions.
Also included with the
emission tests was a deter-
mination of the fuel economy of
the vehicles tested. The fuel
economy figures were
generated from 4,000 miles of
actual driving with each test
vehicle and are representative
of the fuel economy obtained in
normal driving practice. ' •
Tests show that as vehicle
weight increases from sub-
compact to full-size, average
fuel economy for mixed. rural- .
urban 'driving is reduced
drastically from ; ap-
proximately.30 miles per gallon
at 2,000 lb. curb weight to 19
mpg..for a 3,000 lb... car and 15
. mpg and less for vehicles over.

fact that a year-long study by
the consulting firm of Arthur D.
Little Inc., of Cambridge,
Mass., found that car

almost 50 per cent better fuel
mileage with the technology
they already have through
redesigning automatic tran-
smissions, by manufacturing
smaller cars and by employing
alternative engine designs; and
in view of .the renewed em=
phasis on energy conservation,
wouldn't the minister feel that
this would be a better ap-
proach, rather than trying to
eorce the emission control
_--standards which *•are--already--
really unenforceable and which
in all cases increase, gas" -coir=.

Mr. Roy: A good question.
Hon. W. Newman: Mr.
Speaker, that's , a very "good
question- and a, very good point
that has been brought up. It
comes completely under the
jurisdiction of the government
of Canada related to the
manufacture of the vehicles. I
think.the member should take it
to them. We are quite prepared
to lock at the material and if the
member wants us to talk to our
counterparts in Ottawa to move
along with some of these good
