"Under Max' careful tuition I progressed from deckhand to fireman, to oiler, and even- tuaily°to operator, but I never made captain; though I learned a lot from him, there were other machines I had to learn about. The Federation is -.spending about .. $75,000 to survey actual conditions and sugges ions or improvement, with -the results to be published in book form in the Summer. ' ''The projectbegan a.year ago with the idea that, some group independent of the Ministry or Education should attempt to develop recommendations for .the development ofsecondary education., Teachers 'know what's happening in schools better than any , other group, but they rarely have the time to draw back, to gain perspective ' on the long • term effects of change. The real question is whether we are doing the best things for the.. generation who will be Ontario's and Canada's leaders and producers before the year 2,000. To answer that question,' OSSTF has surveyed its entire membership, has invited briefs. -from industry, labour, from groups of all sorts, and has sponsored a series of public forums throughout the province 'to get the thoughtful opinion of the public. So far, the response has been good. It shows -that there •is a body of opinion on'the'purposes Of secondary education that has not'been perceived or stated by either -politicians or Civil. ser vants.,, at its height.
