The only problem, i'sd that the
water is suspended in a soupy
sand mixture of mud andas the
workers—iii, `the { sides` kept`
sliding in. During repeated' at -
'tempts at cleaning the well
over its 16 year history a rather
large cave has been created at
the bottom. With the 'tools and
technology -at their disposal the
people of4Melepba are fighting
a losing° battle.
Our suggested solution is -to
simply adapt proven methods
of well construction to well
cleaning. When a well is dug
from scratch, cement rings are
lowered and` stacked -inside the
shaft when Cilie water bearing
mud is _reached. Then digging
continues and- as the -silo-like
liner sinks, more rings are ad-
ded to. the -top until the bottom
ring strikes a firm footing (the
impermeable rock I men-
tioned).
We pro-ose to lower such
rings (which bolt' together) into -
the bottom of the well but to
only use enough to reach
`slightly higher than the roof of
the cave. These rings would
then keep the mud from sliding
inward but, because they are
perforated and banked with
'gravel, would allow freshwater
to accumulate inside The local
villagers could then apply an
inexpensive plaster to the
remainder of the shaft to keep
loose dirt `from falling in. This
o1 course would make any
future cleaning, which _might be
necessary, much easier.
It all sounds very simple, and
really ,for the, most part it. is.
The , big problem however, is
the cave as, a safety mechanism
must be provided, so that in the
event of a cave-in at the shaft
bottom 'our, work crew would
.not be injured or killed.
What we propose is lowering
a simple road , culvert, of siit.
feet in diameter, down the shaft
so that it sinks a few feet in the
mud and reaches 'upward past'
the roof of the cave. The crew
would. work ' inside this cacoon
and .would be protected from
any falling debris. The cement
ring's are .only four feet in
diameter and could' be lowered
inside the culvert without much
difficulty. Once the rings were
in place the culvert would be
removed and used at the next
well.
`Thisproject will be handled
under what is termed "self-
help:" That is .to .say that with
the exception of a CHF super-
visor and, a Nigerian 'counter-
' part all labor will be provided -
free of charge on a volunteer
basis by the villagers them-
selves. The necessary sand and
„gravel (for 'Inking cement) will'
also be provided on the site free
of charge. '
Gambo agrees with , this.
system and himself points out
that what he needs is know -
'how, not a free 'well. Hem is'
.,willing to provide more
laborers than we could. ever
use.
It will cost about $50 to
manufacture each cement' ring
and we will need six. Added to
that is the cost of renting equip-
ment, which we must do as op-
posed to 'buying on •a pilot
project. It will, probably cost
$3,000 or more to carry out the
pilot..0.p a large scale, say 15 to
20 wel`Is, we could- do the job

There are certain advantages
in supporting this type of
project in my view. Firstly all
the money one contributes goes
directly to the cost of the
project itself, administration' at
the CHF is' fina•pced ttrrough
separate funding. Secondly, as'
opposed to coritributtions
relief feeding, Ouch

projects as the one I have been
discussing have a longer,
lasting 'effect Many hundred
of people and several
generations to come will, benefit
directly.

feeding themselves, given the
chance, ,Rut if their well must
be abandoned4 they will "be for-
ced to leave . their villages And

' appear on the relief roles which
are already too large for the,
world to support indefinitely.
Thirdly it , is a project
originated at the grass-roots
level. It 4s needed by those who
will benefit. It is not sonle
grand scheme which looks won-
derful on paper but when all is
said and done too few benefit
from too large an investment.
