The Canada Company .pffice,
when it opened in York early'ip
1827, had a list of emigrants
wanting to buy land; and each
day more people came to ask
John Galt about the Canada
Company lands and where they
were• located. He decided that
some ofa these people could
form the nucleus of a set-
tlement; as agreed in "Objects
of they Company" (at the
meeting held in the London
Tavern, Friday,` July 30, 1824,
the date when the Company
was organized). Item 4. stated
the Company promised to clear
the lands and build houses, etc.
for :the, :settlement of 'persotls
and families to whom the lands
• are inte'r.ded to be sold or let;
and No._ 7 stated: T.o promote
the general improvement of the
colony. •
Galt wrote to the Court of
Directors of the Canada Com--
Pi-iffy;
om=piny, requesting that he be
granted permission to found a
town in the 42,000 acre Halton
Block of the Company lands,
Using his own method for set-
tlement, adapted from the
American plan (of the Holland
Co. and Pulteney Estate of New
York State). His request wa"s
granted by the ,Court bf Direc- •
tors in'London„ England. He
was allowed for "the purposes
•of the settlement the sum of
4,000 pounds.
On March 9, 1827., Galt
wrote to , Dr. Wen. "Tiger"
Dunlop, Warden of the 'Forests
• for the Canada Company,
giving. lengthy details for selec-.

ting a site'for the new town in
the 42,000 acre block of land.
Dunlop was told to . make
arrangements for a road to be
cut; -to the proposed -town from
the settled parts of the town-
ship "at the least expense to the,
Company:" In this letter. Galt
instructed Dunlop, "You will
then turn your attention to ex-
. ploring ' the Huron territory''
and he cautioned Dunlop, quite
severely, not to overspend
"whenever you 'incus an ex
pense ... it is to be done with a
view with a profit equivalent to
the risk incurred." This was his
way of reminding Dunlop that
the, Canada Company was .a
Mercantile .Company;
The land had beehf•se'ttled to
they north and west,, of the,,
Halton Block for severat'years.
The Mennonites, who had sub-
scribed to The German Com-
pany (Pennsylvania) for, the
purchasing of Waterloo County
for a Second time (the first time
the original Mennon'ite•settlers
were defrauded by land swin-
dlers). were still coming •north
to join their. kinfolk who had
migrated into the territory

In '1824 the Amish people
carneto Canada to settle in the
township, of Wilmot just north
of Oxford County.; •t- •
Dumfries , Township, to' the
Southwest of the Hatton block,
'halt the- thriwiTig-conirnulrity
Galt (complete with its own
government Post Office). Set- -
tiers had migrated there from
• •the Genesee district ,of New
York State.' Many Scottish set-
tlers bad also taken up land in
Dumfries' County.'
The Huron Tract was still
unsurveyed; and the Cfown
lands 'to be taken up by the
Canada • Company, *ere scat-
tered throughout the surveyed
cot. sties of Upper Canada.
,Founding ' Guelph, in the
Halton block, seemed feasible.
"The plan adopted for
Guelph and the Huron Tract
Was near similar to the system
of the Pulteney Estate and the
-Holland Company." These'
were the' large successful land
- companies Galt had visited in
the Genesee lands, -bd"rdering
the south shore of L'ake',Erie,
Niagara River and Lake On-
taYio, in New York State, whose
lands, were in large-«iracts such
as the 'fialton Block, (Guelph)'

Since it wasn't px acticable, in
time and 'expense, to take
prospective purchasers to many
of the, scattered Crown Reser-

the Canada Company lands
