Smaill, and' can 1be reckoned about 100 years old The consular agency. in Goderich Was. ° closed , in 1906. along with many others .in Ontario towns. • Former US Consulate has become duplex Goderich `was the seat of a United Stares consulate or con- sular agency for a' total of 42 years, and the house in which the• last U.S officers lived remains. divested of its sign and the pole which once bore the Stars and Stripes, at the southeast corner of Victoria and East Streets Former local Scoutwins prized medal A former Goderich resident, , Don Vickers, son of Mrs. John Vickers and the late Captain John Vickers, recently received the Medal of Merit awarded by .the Provincial Scout Council on the direction of the 'Governor General of Canada, the nation's. Chief Scout. Mr. Vickers has worked on all levels , of Scouting from national. to district. He is the author of a book on knotting, an expert on the arts of the sea and is the co-author of ,Canadian Seaman's Manual. He, has ta,pght seamanship skills to• at least three .generations of youngsters in the Sarnia area where he resides. Dave Ken.t,• District Chair- man said, "He is a Christian gentleman who uses his knowledge to teach young people the values of life and living. Don talks and teachesin a way that kids understand and . respond to. He has made great personal sacrifices in the course cif his work." Mr. Vickers is a former Goderich Scout who first lear- ned Scouting skills from the late' Glen Lodge. SHARE, YOUR GOOD HEALTH! Numerous Consuls were .ap- pointed in Ontario centres during the War between the States, and Jacob Springsteed dame from New York to take over here on Oct. '21.'1864. From 1877 on, only consular agents were appointed from Washington, but from 14,71.to 13.88 there were also subor- dinate officers, and at least two of these were Goderich residents. Peter Adamson, longtime county clerk of Huron, 'was vice -consular agent 'in 1877, and William Campbell, later postmaster here, was appointed in 1888. While .the principal of- ficers were U.S. citizens, their assistants, it was noted, paid "allegi•ance to Great Britain". Other • vice -consular agents, probably Canadians and possibly Goderich men, were Frederick A. Robertson, Charles Newland, Wm F. Kir- chman, .George M. Myer, -John Christian, Edward F. Moore and Harry E. Johnston., Robert S. Chilton, a native of New ,Jersey, was appointed con- sul in 'Goderich on October 20, 1882, and resigned 'in the U.S. in 1901, :effective January 1, 1902, He evidently continued in the service, for Graeme Cameron, ' when appointed •Judge at Cohourg; met there a Goderich acquaintance in M'i. Chilton. Mr. Chilton died ip Washington in 1911. ,His son. Robert S. Chilton, Jr.. was con- sul in Toronto from 1905 to 191:3 He resided at Ci►hourg at least until 1920, • The 'nextand last -con- sular agent here was John I -I. Shirley, who. conducted the of- fice°until .lune- 22, 11906, ,when he, was appointed con thf at Suva, in the Fiji Island's.' The Humber ' family owned Lot 33, on which two houses were erected, for more than 80 ve'ars. Mrs. C. H. Humber, now a resident of St. Catharines and in her 100th year, came to Goderich as a bride in 1902, af- �ter the Chiltons had moved away. Her eldest daughter, • Mrs. Fern Schwever, writes, "My ,grandfather bought the house, . McNaughton and Norma Helmuth. •'Chilton Villa," lettered in the, Victoria St. sidewalk, preserves .a memory of other days.' In reorganization of the U.S. consular service effected by statute in 1906, the grade of commercial 'agent was .abolished, and after Mr. Shirley -was appointed to Suva the Goderich post was closed. At about the same time, and in 'connection .with the same reorganization, a number of other consulates in Ontario were a, closed-Amherstburg,. Belleville, Brockville, 'Chatharn, Collingwood, • Lon- don,' Port Hope. and Stratford, along with some half-dozen consular agencies a.ntl the com- mercial agencies at:Port Rowan and Wallacehurg. ` Since that. time a number of factors -including reasons of economy, faster • com- rnu:nication, and the staffing of consulates with career 'Foreign Service officers -have led to the centralization in, Toronto and Ottawa of U.S. consular functions in Ontario. This interesting general in- forrnation comes from Mr. Ed- win 5, Costrell, chief of the Historical Studies •Divitiion, .Historical Office, U.S. State Department. 4 Say Summerfest plans moviligalong favorably Rec Director Mike Dymond presented his report. to Goderich Town Council last Thursday evening as part of the regular committee meeting.. Following are Mr. Dymdnd's remarks: " "Tennis instruction will be offered during July and August. The course will be eight weeks long, to be held at the highschool, starting July 6. "Plans for Summerfest 74 are moving along quite well. -A few new attractions are booked and some from last year will not be coming back. Advertising will start soon on the general program, and signs are being made for the road entrances 'into town. A letter requesting permission 'to operate 'a beer tent and close off the square for the three days will be presented to council for their next meeting. " "The pool opened on June 8th with an afternoon atten- dance of over 200. No major problems have occurred since opening other than a faulty ' 'sump -pump which has since been repaired. Lesson registration will be held over the next four days, with lessons commencing on the 1st of July. June will be busy with school swimming and lessons. "Playgrounds opeh on July 8th and run to August 16th. A one week tt°ial daycamp will be held after playgrounds are finished, using the same staff. Training of the summer staff will take place the last week Of 'June. Programs for the retar- ded will be integrated vyith playgrounds and daycamps .this summer. Meetings have been, held towards this. "The O.S.A. sailing instruc- tion program will be held during the first week in July. Forty-five people can take part, and at this point there are still spaces open. The club program of instruction will continue during the summer. _ "Roller skating is going well . with 'attendance generally up over last year. If the weather does nat get too hot during th :. month of August attendance.' figures should be good for the season. "The last weekend in May was the Leadership Training at Menesetung,.__- Twenty-five 'people took part in what turned out to be a very successful camp. leadership, com- munications,. group -work and decision making. • ."The area at Cambridge St. used for a'playground is being requested for use as a full time OA. At the May meeting of the Recreation Board this was discussed t the 'result was that council would initiate the move to designate the area as a park.
