After careful research...
Huron MPP, Jack Riddell,

of Energy, Darcy McKeough,
on the ever-increasing cost of
fuel oil and its effect on the,

Mr, Riddell told the Ontario
Legislature that he had done

quite a bit of research on the
subject in an attempt to
"separate the wheat from the
chaff”, and vyas trying to
establish whether or not the
government should establish
some kind of energy policy.
In examining the reasons the
Huron -Perth Presbytery
oil companies gave for the
recent, fuel price increase, ,Mr.
Riddell concluded that the rise
is both unjustified and un-
necessary. He stated that the
fact that the Minister of
Energy's policy of doing
nothing with regard to,
domestic fuel price increases is
inexcusable. He added that all
the reasons offered by the oil
'producers only support the
need for a stronger government
control over prices.
The most recent price hike of

producing provinces, Alberta,
Saskatchewan and" British
Columbia, approximately $1.6d
a barrel more. Of this• $1.60 the
federal government receives
between /0 and 30 cents for ad-
ditional corporate income tax,
leaving 60 to 70 cents net in-
come for the companies. Mr.
Riddell said he cannot accept
the oil companies' alleged heed
for this extra income.
He also does not feel that
their claim of extra costs, fgr ex-,
tploration incentives is
justifiable. He pointed ouLthat
the industry would not pour the
millions of dollars' into oil
discovery if they did not expect
to reap the profits from the new
fields. Re also felt • that the
price. of oil found in these new
fields should not bear the cost
of exploration unless the in-
dustry - can show that their
financial predicament merits it.
He was quick to add that their
published profits did not.
The oil companies have
suggested that the risk of ex-
ploration combined with the
huge expense. it generates
justifies a price increase. Mr.
Riddell .argues that the risk in
oil explorationis no greater
than in • any other area - of
development.
He also suggested ways the
industry could subsidize thei
efforts without burdening the
consumer. He recommended
that- the various firms pool
their resources in the discovery
- operations to offset- costs of vin -
rice,
successful ventures against
production income. He also
proposed financing the search
for new fields by issuuig new
stocks or bonds. -
In the light of the oil com-
panies' forecasts for' production
in the remainder of the decade
Mr. Riddell questioned ,their
timing in the, price hike. Both
the larger firms claim that
current production rates will
assure supplies until 1980.
The question brought up by
the Huron _member was
whether the increase `fs needed%
now or whether it is designed
to offset exploration costs. If
the latter,is found true, Mr.
Riddell again stressed the
government's duty -to intervene
in the inflationary trend and
stop the rise in price to the con-
sumer.
