Right to representation
The fuss at Huron County .Council's
January session over a4 resolution from
the village of Grand Bend must be sur
prising to many of the county voters. ,;`
Members were actually split on their
feeling's c onoerning Grand' Bend's
suggestion" that the Municipal Actbe
amended to etsure that a municipality •
has continuous representation at the
county level:
The main bone of contention ap-
peared tobe whether or .. not a 'reeve
could be - or even should be - replaced
for a meeting or two' by some other
member of his or her,council.
Those ih the affirmative spoke out in
favor of the Grand Bend resolution
because they said they belie,ed, the
ratepayers of every municipality within',
a county Should have a voice at every
session of county council.
Those who took -the' negative view
were reluctant to pass the rights and
privileges of a ,county councillor onto
another because, according to them, a
reeve or .a deputy -reeve has ' been
specifically chosen for a particular job
to fepresent the people on county
government, and therefore•was just not
44. replaceable by anyone else.
This viewpoi:nt was vigorousli,,..
illustrated by Warden Bill Elston who
pointed out that a°Riding goes not.send
a substitute to 'Toronto or .Ottawa to
-- perform the duties of a representative ""'°'"
in the event of illness. However Warden
Elston made no- comment concerning
the ultimate good of the"constituents

loathe to hear about the poor a-tten-

hungry for knowledge, but the vehicle

Canada. and the C:AHA are trying—but

once a year. are going to get''more than

being restructured but must be restruc-

thorough study at the time of restruc-

In the meantime, reeves and deputy=
reeves all over the " provinde' should
-v take a more honest look at themselves,
in relation -to their -own councils.
Are they truly . in their positions
because no one.. else could fill' their
shoes, or' is it because they offered
themselves and were chosen for ya job
which presently has attached to it some
special duties?

has seen those occasional1odd-ball
• parents who become screaming ban- •
shees, • demanding blood from the op-

The ohe important purpose of 'minor
hockey is t� teach youngsters the merits
• of co-operation withn,their fellows, the
•value of discipline acid ,,obedience in
other words; those ,aspects'of a fast and,
exhilarating game which wiff- build
- character and courage. Winning at all
costs is not—or should nor be, the num-
