Suncoast claims assessment benefits town
The Court of Revision to
Mar appeals concerning the

Paul. Rivers, appearing on
behalf of Suncoast, told the
Court he was concerned about
the allowances the town had of-
fered Suncoast for the ditch
which presently drains the land
on which Suncoast Estates is
situated.
The ditch, dug solely at the
cost of Suncoast, has involved
an expense of $7,365 so far.
Maintenance has also been
carried out by Suncoast.
The company had been awar-
ded $850 for the ditch and Sun -
coast principals feel that a
more realistic figure would be
$10,000.
Suncoast has also been awar-
ded $2100 for damages accor-
-ding to the report, and officials
of the company argue that
$5,000 would be a more
suitable amount.
Some appellants expressed
concern that grants had not
been received from ARDA. The
Court had received correspon-
dence from C.C. Martin, super-
visor of the Rural Incentive
Program advising that the
grant for the project had been
denied.
The letter stated that
requests have been received
from other municipalities for
an extension of the program
and they have also been
refused: It was pointed out the
South Trunk Storm Sewer
Outlet was not listed as being
originally eligible for the two-
thirds grant under Special
Drainage Assistance and all
municipalities writ) had infor-
med ARDA of Drainage Works
that were eligible for the
program were informed that
there would be no extension'
because funds were not placed
in the budget of the fiscal year
1974-75.
It was further noted that
most of the lands included in
the report are being, or may be
used for other than agricultural
purposes.
Notification was also
received from H.F. "Crown,
Director of the ARDA Branch,
that no funds would be
available to Goderich through
the terms of the Federal-
Proviticial Agreement for the
Protection of Agricultural
Lands from Flooding in South-
western Ontario.
"This agreement is designed
primarily to assist in the
protection of agricultural lands
from flooding as a result of
high water levels on the Great
Lakes," the letter stated. "As I
understand your presentation,.
this is primarily a storm sewer
outlet that will service .largely
urban people." '

Bertha Ruddock was that their
property consisted of. six lots
which had been assessed as one
parcel of land. The holding
therefore, did not come under
the $25 or less exemption
clause as would have been the
case had the lots been assessed
separately.
Court Chairman Dave Gower
said that if the Ruddock com-
plaint was found to be correct,
then the error would be made
right immediately.
Leslie and Pat King com-
pilained_ that their property had
been purchased as fully ser-
viced.
"We do not have a drainage
problem so why should we pay
more just because our property
is closer to the sewer," argued
Mrs. King. "As far as the
market value of our property
being increased by virtue of a
sewer rather than an open
ditch, this I fail to see. The
open ditch was never a con-
sideration when . we bought the
property last year.
"The reports show that about
600 persons are supposedly
going to benefit from this
sewer," continued -Mrs. King.
"Why, then, are only 97 persons
being forced to pay for it?
"If theJown is, going to pay
the assessments of the
remaining 503 people, as well
as the assessments on the
Town -owned property in the
area, plus upkeep for the roads
affected by the drainage area,
then this money will,
presumably, come from
municipal funds," said Mrs.
King. -
"Therefore I, as a taxpayer,
will pay in four ways for the
costs of this sewer," she went
on. "Myown assessment, a
share of those other 503
assessments, costs of upkeep of
roads and a share of the
assessment on the town proper-
ties.
"If I do not wish to pay my
assessment in a lump sum I can
spread it over a ten-year
period," she complained. "But,
then, I shall be burdened with
an interest charge of nine per-
cent.
"Since several developers

the Young Estates, dealt with

He produced a contour map

at the map it would appear
that the natural flow of water.

the sewer inlet in the northwest
corner of her property would
catch only a minimal amount
of the water draining from her
land.
He stated that under the
Drainage Act one must put
water into the sewer before one
can be charged for it. He said
Mrs. Glousher's assessment
should be halved.
He also asked for a
redesignation of the zoning of
the lands of the Young Estates
from residential to agricultural
since that is what they are
currently being used for and so
far as the owners are concer-
ned, they always will be. This
request was proposed for the
Little property as well.
Mr. Leaman also claimed his
property should be rezoned as
agricultural land as well. It
was noted that Leaman had ap-
plied to the Provincial Govern-
ment for subdivision plans
which would indicate that he
had planned to develop the
property. Mr. Leaman,
however, stated he applied for

announced Tuesday that
despite a critical shortage of
steel the local plant will be able
to continue operation with its

Mr. Chisholm said no layoffs
were planned provided supplies

Recently the company rented
extra facilities to store an ex-
pected delivery of steel only to
have the supplier notify them
that all purchase orders had
been cancelled.
"We've never had so much
business," he explained, "but
wa can't get enough -'steel to
produce pipe for the demand."

Officers of the Goderich
detachment of the Ontario
Provincial Police investigated
five traffic accidents which
resulted in two injuries and
three cases of property damage.
Alt ',tether there were 28
chars 44 laid, 23 under the
Highway Traffic Act, fout un-
der the Liquor Control Act and
one under the criminal code.
There was only one reported
theft where 30 gallons of fuel
oil were reported missing. One
tent and sleeping bags were
found valued at approximately
$40.
Seven requests for assistance
were answered and in Provin-
cial Court, Criminal Division,
24 persons were cnnvicted un-
der the H.T.A. and five convic-
tions of L,C.A. offenders.

engineer that as Delbar is being
assessed for outlet in the South
Storm Sewer, the company has
every right to dump into this
drain.
