Public hearings on the risk of
serious accidents in nuclear
plants forced the Atomic
Energy Commission (AEC) to
retreat from, previous positions
ansii to require greater plant
safety. On ,April 16, 1973, the
AEC regulatory staff concluded
testimony recommending
design changes that"' would
enhance the safety of nuclear
plants, but would also reduce
their power output. The drop in
power would be as much as 20
per cent • for some existing
plants, according to the AEC,
and would cost $193 'million.
In June, 1973, the U.S.
Court of Appeals for the
° District of Columbia delivered
another severe setback to the
nation's nuclear -power.

breeder reactors. These are

on nuclear power as a whole; it
will cause delays and may force
cancellation of the program to

tioned by the court in support
of a decision.
Despite such moves to quiet
criticism, opposition to nuclear
power continued to grow: Bills
designed to halt the construc-
tion , of nuclear power plants
were introduced in the U.S.
Senate and several state
legislatures.
In Sweden, the parliaO ent

safety' questions are settled.
However, the' parliament with-
drew approval for the govern-
ment's long-range nuclear•
power plans. In proportion to
