An unserviced unit, in which
the tenant pays for heat and
Public Utilities charges, is
available for $21 less per
month than the calculated rent
as outlined in the last
paragraph.
This means (for a serviced
unit) that a man earning $9,000
yellow sweetheart roses and
baby's breath.

ribbons ending in yellow
daisies.

The reception was at the

where the bride's table was

family.
This leaves just one final
alternative. Lower cost

Council and Planning Board
now find those developers
saying the answer lies in row
housing and, in the not so
distant future, five,. and six
storey condominiums.
Professional planners dispute
the theory, however, that row
housing will actually decrease
the cost of building and the
eventual price tag on real
estate. Many - claim that the
reasoning which states that "If
you can build two houses on
one lot, through row housing, it
will be cheaper than building
just one home on that
property" just does not hold
true in the final analysis.
At first glance it may seem
that such is the case but when
the total costs are in, there is
little advantage gained.
When all the pressures on
the cost of housing are
examined one is forced to face
the fact that there may not be
any one villain pushing'the cost
of housing to_. the point it is
reaching. General inflationary
problems seem to lie at the bot-
tom of the whole mess and no
one has decided for sure just
who to blame for inflation.
'So on the question "Is
Goderich really in need of row
housing?" as put by Planning
Board member Gus Chisholm,
he and Mr. Krohmer seem to
face ending their debate in a
draw. Assuming there is such a
neecf, Mr. Chisholm asks one
more pertinent
question "Where should
Goderich allow such construc-
tion?"
Mr. Chisholm argues in favor
of more.long term planning by
the Goderich and Area Plan-..
ning Board and would like to
see that body" get down to some:

ment. ,
He told the group at its last
meeting that since he had
become a board member about
one year ago "all we have done
is change areas from one zone'
to mother, we are supposed --to..
be planning" fo`r the future of
this town."
On that point Mr. Chisholm
is probably quite correct.
Neighter Town Council nor the
Planning Board are noted for
their record of formulating a
policy and sticking to it. Nearly
all decisions made by either
bodies on matters of develop-
ment . and planning are• made

asking that citizens, organizations, or any parties
interested In operating the premises known as
the Huron County Jail forward, any such
proposals for uses to the Council of the Town of
Goderich.

Goderich will continue to grow
at varying rates, and the need
for strong planning policies will
not end.
The control of housing costs
is beyond the power of
Goderich . Planning Board or

development of alternatives to
the single family dwelling is
not.
With the advent of . such
development this municipality
moves into a new field of plan-
ning and strong policies, well
researched and enforced
policies, remain the most
pressing need if good develop-
ment is to take place.
"Where should we put such
development, what should the
buildings look like and how can
best use be made of this
development without damaging
other areas of development "
are the questions that must be
answered.
Long term planning is the
answer, not a hit and miss
method under which decisions
are taken with no policy
backing.
