peared before Goderich Town
Council's committee meeting
last Thursday evening and
complained he was not at all
pleased that Special Committee
Chairman Councillor Eileen
Palmer had left the impression
he was working with the focal
poundkeeper to shuffle dates to
advantage.
Eisler was referring to a
story in The Goderich Signal -
Star which revealed that Mrs.
Palmer was going to study the
reason why animals were being

kept at the pound for four- and
five days when the bylaw
stipulates that there is a three-
day limit.
"She should have come to me
first," complained Eisler. "I
could have explained that it is
the time the animal is taken. to
the pound that counts. There's
a government day in there too
and it is automatically four
days. The three-day period
starts after 24 hours."
Eisler asked that in future,-
he
uture,-he be permitted to work with
the 'entire Special Committee,
not just the chairman.
Goderich Town Council Briefs
'"It is not working out,"
stated Eisler. "If things go
wrong, I get the blame from the
government man, not the coun-
cil."
Councillor Palmer and the
rest of council indicated it had
not been dear that the, govern-
ment regulations are in conflict
with the local laws. Councillor
Dave Gower suggested the local
bylaw should be revised to con-
form with the provincial ruling;
Mayor Harry Worsen urged
Eisler to have the government
representative present at,,,the
next meeting to discuss the
whole matter. Eisler agreed he
would make every attempt to
concur with the mayor's
request.
During his report, Building
Inspector Roy Breckenridge
recommended that when new
storm sewers are installed un-
der the winter works program,
the empy lots be serviced with
water, storm sewer and
sanitary sewers while the street
is torn up.
"It proved very beneficial on
Warren Street and will save
tax dollars," said
Breckenridge.
'"I't•is a darn good idea," said
Councillor Leroy Harrison,
"and it should be policy."
Breckenrdige also urged
council once again' to give,con-
sideration to plumbing inspec-
tion locally. He said he felt it
would cost about one-third of a
county plumbing plan and
noted that inspection at •.the
local level is usually most effec-
tive.
Breckenridge said county
plumbing inspection is
probably "several years away"
and recommended that the
plurnbing inspection bylaw
presented earlier this year to
council by him be approved.
"If the bylaw is approved
before December 1, all con-
ditions can or would be enfor-
ced as of January 1, 1974," said
Breckenridge. "An early
decision on this bylaw will
allow me time to plan for next
year, also report to council on
any changes necessary -in my
work and conditions." •
While Breckenridge is on,
holiday from September 24 to
October 9, Town Administrator
Harold Walls will be issuing
any building permits.
There's a feeling on council
that if thea county Food
Premises Licensing Bylaw is
passed the county will be
collecting the accompanying
fees...and that's the reason it
will be recommended to the
open council meeting this
evening to hold back a decision
