The fourth member of that committee, Mrs. Elsa `Haydon was 'vacationing in Europe when the matter was discussed. Qn bringing the recommen- dation to the council table, another councillor, Frank Walkom added his voice in sup- port of the recommendation since he feared a litter problem because •of _ the mobile treat vehicles - Deputy -reeve Stan .Proft questioned the legality of the move to prohibit the new business and Reeve' Deb Shewfelt expressed hisdisap- proval of any suggestion that council attempt to protect the present businessmen from com- pe4ition. Councillor Leroy Harrison dame,out in favor of the permit being issued while concurring with Councillor Bill Clifford that the opinion of Police Chief Pat King and his staff should be sought. In time for the following decision-making meeting, Councillor Palmer brought forth a letter from Police Chief 'King which concurred -with thosk issuance of the permit to Fraser providing ,certain safety precautions were met. Fraser was present at that meeting -and told council he was willing to co-operate with tkle local police in whatever way was necessary. In the next few minutes, however, council voted by• -recorded vote to deny the per- mit. Those who would deny the permit were Mayor Harry Wor- sell, and Councillors Walkom, Palmer and Gower. Those in It'avor " of granting the permit were Reeve Shewfelt, Deputy - reeve Profit and Councillor 'Harrison. Councillor Clifford was absent and Councillor Haydon was still away on - vacation. After it became evident at last Thursday's meeting that the permit must be issued, Councillor Haydon made a motion that •the former motion be rescinded. Deputy -reeve Profit said he would be "delighted to second that". Councillor Harrison pointed out that there, was really no niotion-lb- rescind since Fraser had been denied the permit, whereupon Councillor Haydon agreed with him saying, "I'm sorry. Of course Councillor Harrison is right. My mind must not yet be back from holidays.'" Mrs. Haydon then made a motion that Fraser be given the permit to operate his business. Harrison "heartily" seconded the motion: Councillor Palmer advised council that "for the safety of the younger .people" she was "not in favor" of issuing the „permit and would vote' against thea. motion of Haydon and Harrison. "If I_.do vote for the motion," stated Councillor Frank Walkom, "it has nothing to do with the editorial which was in the paper something about our faces being red." Councillor Haydon then asked for a ruling by Mayor Harry Worsell as to whether there should be .a motion on the books or not: "I don't think we have any• choice in the matter," said the Mayor. Mrs. Haydon suggested that the matter could probably be resolved if the minutes showed that council was made aware that the per- mit could not legally be refused.' Immediately a new concern hit the `Council table. Which licence would be issued? A ven- dor's licence or. a hockers' and peddler's licence "Naturally it has to be a ped- dler's licence," quipped Deputy -reeve Profit. "This in- volves bicycles."
