planning at community

For those of you, wMi itiay be
interested, I will be unveiling
the reform proposals for the
area East of Metropolitan
Toronto this coming Monday
evening at public meeting in
Oshawa. We ..ekpect that
proposals for West of Metro
will be presented early in the
°New Year.
Certainly, I am pleased with
the initiatives undertaken by
Huron County toward the
development of an official plan,
which in turn has prompted
renewed interest in the plan-
ning processes of our local
municipalities. Huron was one
of the first rural counties to
pursue a guideline for develop-
ment and many others now
have f011owed its lead. I know
there are problems. We have
hurdles to overcome. Even at
this stage. however, we are
working on a provincial -county
study that will lead to further
refinements. These efforts are.
most 'appropriate since plan-
ning must be a continuingo
process of review and update.
At the provincial level, as
some of you will know, we are
pursuing some extensive review
programs in the field of com-
munity planning. The Select
Committee on the pntario
Municipal Board recently sub-
mitted some major recommen-
dations toward simplifying,
streamlining and expediting
OMB involvement in the local
planning, process. Among its
proposals was a comprehensive
review of the planning process
in Ontario, which is being con-
sidered from a variety of
viewpoints. In addition, we are
pursuing , internal ad-
ministrativ.e improvements. in
the processing .of official plan
and subdivision applications.

fully agree that it is time for a
major overhaul. -
These brief remarks lead me
to the second pleasant task .1

extension of its subdivision in •
the south-west portion of this
community.
• This proposal, I understand,
will provide over 230 ad- "
ditional residential lots for the
Town of Goderich providing,
of course, it meets the com-
munity guidelines and secures
the appropriate approvals. The
plan of subdivision, I under-
stand, is now being reviewed by
the Goderich Planning Boar /
and, as you will appreciate,
must go through the normal ap-
.proval processes.
. In any case, this proposal
furnishes , further evidence
today of continuing growth in
Goderich and the Community
of Huron. It also is another
demonstration of,. the local
initiative we want to encourage
in the interest 'of orderly
growth in Huron.
While I have indicated that
growth is coming under closer
scrutiny by all levels of govern -
