tario of the need for public co-
operation in controlling ••litter
and protecting the environment
of this great province of ours,"
,said the Premier.
Mr. Carton stressed that it
cost 'over $1 -million to,clear lit-
ter and trash from Ontario's
highways 'each year.
"It is my sincere hope that
the motorists of Ontario will
heed •the 'slogan and . help us
keep Ontario beautiful." he ad -
Environment Minister James
Auld stated, "We can legislate
against air, water and noise
pollution, but we can only try
to persuade the individual to
develop his personal concern in
making Ontario a 'better place
to live."
The blue.on white multi-year
licence plates go on sale as of
December 1 at 285 licence
issuing offices throughtout_i.be
province. They are expected to
last up to 5 years and future
renewal will be facilitated by
means of a sticker to be at-
tached to the lower right-hand
corner of the plate.
Registration will be payable
on a yearly basis with the an-
nual'. fee for an 8`cvlinder
automobile being $40; , a 6 -
cylinder vehicle $32; and $23
'for a 4 -cylinder car.

Pesticides controls
New regulations, tightening
Ontario's control of pesticides
go into Effect January 1st, 1973,
Environment Minister James
Auld announced recently.
This is the first time any
provincial government has
taken positive regulatory action
in this field,- Mr:' Auld said:
the- "We want to be sure the right
people get the right pesticides,
channeling the more toxic sub-
stances only to those areas
where they are vitally
necessary."
The regulations set out four
categories in which pesticides
are classified and also specify
four classifications of vendor's
licence.
No licence will be required to
sell Class D pesticides which
are the most innocuous, for
example„ ` pressurized insect
repellents. Of the 2,800
pesticide products sold in On-
tario; 802 fall into the D
category.
Class C pesticides - 1,065 are.
available in Ontario - pose no
health hazards if used with
care, affect only their target
organisms, and their containers
are suitable for disposal in or-
dinary landfill sites. Any ven-
dor licensed by the Ministry. of
the Environment can sell a
Class C pesticide.
Pesticides in the B category,
559 substances which include
the more concentrated ' for-
mulas used in agriculture and
forestry, . present no hazards if
used properly by experienced
people. They may be sold by
holders of a wholesale vendor's
licence or of a Class 1 or 2
retail vendor's licence. They,
may only be sold to another
vendor licensed to deal in Class
B, a licensed exterminator, the
holder of a permit or licence
granted by the director of the
Ministry's pesticides control
service, or an agriculturist - one
exception, picloram, cannot be
sold to an agriculturist.
Picloram is a persistent her-
bicide used to clear out brush
on a large scale. It would be
highly impractical in an,
agricultural application.
Pesticides in the A category -
375 compounds - may only be
sold by licensed wholesalers
and retail vendors with a Class
1 licence.
Licensed wholesalers may
only sell these to other properly
licensed wholesalers or Classes
vendors. Class 1 vendors, in
turn, may only sell these com-
pounds to licensed exter-
minators and holders of a
licence or permit under the En-
vironmental Protection Act
issued by the director. A
restricted number of Class A
pesticides' may also be sold to
agriculturists.
Dealers must keep Pull
records of transactions in-
volving Class A and B
pesticides, including the name
and address of the buyer and
his licence or permit number.
Retailers, who, have a stock
of a•pesticide they are no longer
entitled to sell, have until Sep-
tember 30th to clear their
shelves of this substance, Mr.
Auld concluded.
