Goderich through a public Auction for $8,500. The Township had bought the building in 1965
from the Township School Area Board for use as a community hall on agreement that it
would be maintained. Purchase price at that time was $1.00. Since then however the town-
ship has found it necessary to subsidize the buildings operations to the tune of about $250

the formats used are in con-

Few charges have 'been laid

Counsel of the 'Ministry of the
Attorney General, no further
warnings are. to be given. and
charges will be laid where cir-
cumstances warrant.

dealing with this subject read:

been of "immeasurable 'ser-
vice" toOntario, says the
report.
Yet the Task Force wants its
new system to "signal a break
from the past."
OUR RECORb SO FAR ,

when a number of
municipalities proposed a
special commission to supply
them with wholesale electrical
power. Today, more than .350,
Ontario municipalities operate
as a co-operative "family",
buying power from Hydro and
distributing it to local con-
sumers without profit.
As a result, Ontario residents
en;joy•some of the lowest -priced
electricity in the world. In New
York, for example, electricity
costs twice as much as here, in
California it costs 51 percent
more and in British Columbia,,
47 percent more. In Ontario,
the cost of electricity rises more
slowly than wages, prices or .
rates of interest.
WHAT HAPPENS
IF THE MUNICIPAL
COMMISSION IS REMOVED?
Task Force Hydro is seeking
to remove the authority of the
municipal electric commissions
to distribute power locally.
The commissioners who form
-these commissions are elected
by local residents every two
years. Nr'kurally, they are con-
cerned that'the people they
represent enjoy the ,lowest'
possible prices ,and the best
possible service. They must
remain sensitive to their
publics' views and
requirethe.nts, on a day-to-day
ba
The Local commission
provides a vital opportunity for
individual involvement • in an
important public body
providing an :essential coin,
munity service.
.But -the Task Force wants to
- remove it and replace it with a
p huge, single system, centred on'
Queen's Park, that would -be
responsible for all aspects of
- the electricity system. .
The individual would lose
his privilege of approaching his
1o'al commissioners on Hydro
matters. There would. be no
grass-roots, consumer -level
contact. Instead, he would have.,
to deal through a'centr.al board
of 11 people who would meet
fu times a year at Toronto.
WHAT HAPPENS IF
HYDR9 BECOMES A
CROWN CORPORATION
Task Force Hydro proposes
that Ontario Hydro. become a
Crown Corporation and has
trade a nunib'er of recommen-
dations connected with this.
The proposed Corporation
would 'mean the end of "power
at cost" for Ontario residents.
• Ontario. Hydro would "become a
• commercial, profit-making en-
terprise controlled by
politicians and civil servants.
This operation would have t�
increase its rates for the sake of
making a profit.
And where those profits
would .go is not clear. Under
the proposed system, the con-
sumer could be paying' ex-
cessive amounts for future use
of electricity. Extra cash' could
be siphoned off in the form of ,
"hidden taxes".
The proposed monolithic
- system has other implications;
work 'stoppages, for example,
need not be confined to in-
dividual municipalitiesbut
cot#ld cause power shortages
and dislocation throughout the
province.

will continue to fulfil ,their'
combined role as traditional
watchdog• of Qntario Hydro,
,The commissions are prepared.

to take whatever steps are
necessary to ensure that any
changes in Hydro are changes
for the better - changes in 'the
public.interest. To do this, each
commission will need the con.
cerne.d co-operation and sup-
port of its community.
