Carroll's motion also requested that any proposed redesignation of "D" zones be co-ordinated with the. in- stallation of required Municipal services according to recommen- dations" of the Town ';Engineer . and that the 'redesignatipn of "D" .zones proceed either by'ap- plication for re -zoning by a developer, or at the initiation of Council after due consideration by the- appropriate planning authorities.
