where it was standing -room only
for some Goderich citizens.
As well, a motion was in-
troduced to council by Reeve
Paul Carroll that ,council en-
• dorse a policy of refusing to
issue building permits, for new
construction in proposed
Development zones (as "set down
in the proposed re -zoning bylaw)
prior to the consideration of
specific re -zoning proposals as
♦ mai/ be, submitted -by- . the
, ,Goderich Area'Planning Board.
The motion also asked ' that
the Goderich' Area Planning
Board be instructed• to under -
re
take an intensive study, in con-
junction with the guidance of
the Huron County Planning
Board, and the Planning
Division of the provincial gover-
nment, of all "D". zones un-
dergoing pressure for develop-
ment.
Carroll's motion also
requested that any proposed
redesignation of "D" zones be
co-ordinated with the. in-
stallation of required Municipal
services according to recommen-
dations" of the Town ';Engineer
. and that the 'redesignatipn of
"D" .zones proceed either by'ap-
plication for re -zoning by a
developer, or at the initiation of
Council after due consideration
by the- appropriate planning
authorities. '

council's next meeting - October

vestigating the 'theft of jewelry
valued at $750 which was stolen
from Shore Gifts on The Square
late Monday. The jewelry was
taken by thieves who • smashed
the front window.
Police say that three diamond
wedding rings and three mat -
aching' • engagement rings were
taken from the display case at
about 11:45 p.m. that night.

E. McKinley as the candidate

Goderich lawyer James Don-
nelly, Q.C. told the gathering pf
over 250 party stalwarts that '.
"we must select a winner, a maim
capable of representing Huron
in Ottawa." Donnelly went on
to say, "we have that man
available in the person of Bob
McKinley."
Mr. Donnelly•told the crowd
that he has nominated a can-
didate to represent the Huron°
PC's 11 times in a row, and he
wants this to make the even
dozen. "The only difference this
time," ,he added, "is thatwe will
be sending Bob down to Ottawa
on the government side of the
house." '
The nomination' of McKinley
as the PC candidate was secon-
ded by Glenn Webb, RR 2
Dashwood, a former warden of
Huron ,County. Mr. Donnelly
and Mr.Webb had nominated
the Huron MP the first time, he
ran for election.
In addressing the enthusiastic
crowd following his nomination,
Mr. McKinley reviewed some of.

"The matter of 'considering
the Hayman/Dixon• proposals
has been a complicated and con-
fusing process. I believe that the
events which transpjred up until
' the 1st Hayman proposal was
withdrawn, were indicative of a
growing struggle between op=,
posing : forces, in the
Municipality • which, on one
hand, recognized the need for

most certainly related to the
delicate state • of the planning
process in . the .Town of
Goderich: -This shaky position is
compounded by the fact that e

documents: a :zoning by-law
dated 1958; an official plan; a
registered legal document which
is in conflict with the 1958 by-
law, a proposed zoning by-law
which has never eceived the
binding acceptance of ,Council;
and in certain terms is in con-
flict with the other. two
documents as they presently sit.
"In addition,' we are presen-
ting to a public hearing in Oc-
tober, • certain amendments to
the official plan which, depen-
ding on the outcome of tonight's
meeting, could either simplify or
further compound our planning
problems. ;

several new deputy -reeves at County Council, next year after the.fall
elections.
• It was learned that if a municipality has over 1,000 voters, a
deputy -reeve must be named. Townships which could be affected'
are Morris, Grey, McKillop, Hullett and :Osborne..
And county council 'is also feeling the pinch as far as pine money"

"In view of the fluctuation in the price of gold at the present
time," the executive committee report said, "the Committee feels the
cost for County Council pins is out of line and recommends no fur-

proposal, we seemed hesitant to
recognize the land designation
as .Open Space. -
"The Dixon proposal can be,
*rejected for at least two reasons:
-, itexceeds ,the permissible ratio
of space -to -units which is
allowed in the 'official plan; its
position would be located in an
area designated as open space,
specifically as a neighbourhood
park in the official plan.
"Furthermore, on September
20, the documents pertaining to
