' I want to clarify my' position on these
pu»sibUtieS. however. / do not think it is
appropriate for your provincial ,ep,e*utudva to
try to impoao' these . prWo;tts u, .|ncu|
'municipalities. I do not like to interfere- with --
local priorit\o9 or programs. Once interest is
o»pros, sed. /owevor, l am only Loo pleased to
'praideinformation or`uuuixtuoce.
° The province itself has helped to develop
rpc,eutiuuu\ facilities along txo &8u\tluod._uud the
Lalee Huron shore, Currently, we are completing
land purchases for the Hullett wildlife project on
the' South Maitland. The Department of Lands
and Forests hopes to start development work
there in 1072'78. . .
This project, l 'am convinced, 'wilt attract
thousandu of naturalists and outdoorsmen from
Canada and the U.S. when the Wumy~[un| and
wildlife programs are establishe&.
- I recall working 'on the pdintFu,m» Provincial
Park north ofmy riding and on the Pinery
Provincial Park to the south. Improvements are
being made to these parks on a .yeur4b*4eur
,basis. In addition, the province is now paying
grants in lieu of taxes to the host municipalities
trib tino towards the 'cost of local
-
services. a oou Y'
o*m|oeo. ~a^
Pollution 000:sd, too. is largely a question of
local initiative. Again, the Maitland authority and
its membo,•munio\pu\itiiem can play a significant
rOle in conservingthe riverquality.
A case in point is the 1965 report Oh the
Maitland in which the authority was requested to
work with the O.VY.B`O. in encouraging pollution
control and clean-up.
^ -
. l note with interest the concerned activities of
• the "Save The Maitland" Association, which canreduction of pollution sources.
While lmo obliged to, say that some of the
problems associated with the Listowel lagoon
have been and continue to be exaggerated, l
believe the "Save The Maitland" and the
0.F.A. have been helpful rn developing- interim
solutions. I am hop-elul that the spray irrigation
program and the new• aeration chamber will
improve eubutunboJ|y the quality of treated
water flowing from the lagoon. . .
Let me turn briefly to other pri9rities which J
see for Huron in the next few years.
Most immediute, of oob,ee, is the reactivation
' of CLF.kLOUnton, which has been closed by the
federal government. l u\umdy,uuw* indicated my
willingness to work closely with federal and.
onunicipa| authorities to 1evelop appropriate uses
for the base.
Future growth in Huron will also. be affected
by the -regional development program for MODA.
The first report has been' reviewed by Huron
nwnidmdiUao l(lope lCan boxe|p|in enaud_t
that Huron's Views are incorporated in the final
',epO«t which will establish guideline for
nt iveu ut in the future. •
_—...—' department's . highway
development. in the L4e. .
area and our new regional air'services program
can be significant for Huron. While we hove good
tranSportation facilities want to make
.00,tain that .Huron • receives ,:appropriate
consideration for the future. ' '
lth\nb. too, that the province can be' -helpful
to Huron County Council in the development
' and .refinement. o/ the of/cm/ plan which has
been
prepared for the c'ounty. I believe Queen's
. Park should and niU assist with the m`mron, •
study which the 'planning committee has
recommended.
I repeat,however, that the '
community potential reSts with local initiative.
As the county, ^~^'^^r~'~^~ and local'groups
•
. pursue these, possibilities, they can be assured .
'
that thLprovince stands 'ready to be a willing and
contributing partner.
l'boUeve l have been helpful. in making this
pu,nemhi» work over the past decade, or so. l
hope, l K aye. the privilege to continue this
contribution inyears ahead.,

2. l, would • maintain my previously -stated,
contention that the entire Burou:Perth region is
relatively inaccessible in Y highway
transportation. I am confident, knowing the NDP
transportation poi icy , that an effective connector
highway between the 401 and Stratford could be
established. And I am certain that Many
favorable econoinic benefits would be borne
right through to the lakeshore municipalities,
with this eorridor an established fact. .-

8. Tho Goderich Harbour does have a great
economic potential. The Goderich Town Council
has indicated its desire to amplify its commercial
use. I would- press for an intensiVe economic
study to be undertilken by the Ontario
DevelOpment Corporation arid. the Midwestern
Ontario Regional Develophient Council. In
published repor s in the last three years, both the
implied that d6is potential exists. Action must
result; the efforts or the Town by itself have
been fruitless.
4. There is an important rBe to play- in the
restoration and development of ,,the Maitland
River. l clarified my feelings about that last
week.
B. The final point is rather vaguq and cifficult
to expreSs. | suppose ttrmut it quite simply, I
,would strive to show, through the participation
of its people, |haL.Bucon is a leader and an
example for other areas xhroughuu| Ontario to

have .for .being in the ^"bnondocRo" of the
'Province. It's time we came to the fore.
Thesemeasures in conjunction with the sound
proposals of the Ne«rDemoorut|o Party for all of
Onto,iu, summarize my feelings for Huron and
what can be done here in the next four years.
