with credit
say experts
Credit 'buying is widely
accepted today, even though
many of us can remember not so
long,, ago that buying "on time"
was something of a social
don't -talk -about -it. Not, so any
14 more. Indeed, an estimated 80
per cent of everyday household
business in Ontario 15 now done
on credit be it paying the
hydro bill or charging the cost of
drugs at the earner store.
In borrowing cash, financing
a car,taking out a mortgage or
establishing a resolving credit
account with* a retail store, the
consumer becoihes involved, in
contracts interest ,rates and
service charges that are not
always clearly understood.
Similarly, you become involved
tr in serious financial obligations
when ' you buy a house or
property, purchase a used car or
make investments.
Tt is essential that you have a_
full and clear disclosure of all r
pertinent information to know
exactly w tt you are doing. To
clarify these and other matters
for Ontarians, and provide
assistance and guidance when
needed, the Ontario Department
of Financial' and Comma -dal
Affairs has expanded its services
in recent years.
In all contracts where money
is borrowed, or when goods or
services are bought on credit, the
true rate of interest and service
• charges must now be set out
clearly in the agreement. This
enables - the borrower or
purchaser to know. exactly what
he is paying for. ,
It is no longer possible to
have hidden charges and
unspecified service "extras." The
exact amount of payments and
the number of payments must
4# be dearly specified.
Another important . area of
added protection deals with
"itinerant sellers, more
familiarly known to housewives
as door-to-door salesmen. People
or companies that do business
away from their premises must
I now be registered with the
department's Consumer
Protection. Bureau.
When you sign a contract or
buy something from an itinerant
seller there is now a
"cooling -off" period of two days
Pi in which you can change your

mind and cancel the order. This
is indeed an important step in
protecting the consumer from
the high pressure salesman who
might fast -talk the more gullible
into buying something not really-
wanted
eallywanted or needed.
The law also sets out rules
regarding repossession of goods,
which now requires court
approval if two-thirds dr more of
the purchase price has been paid
under the instalment contract.
All these matters I Thave
outlined are expalined fully in
the pamphlet Consumer Credit,
obtainable free of charge from:

Commercial Affairs, 555 Yonge

Changes in legislation to
protect Ontarians buying real
estate in, or outside the provice,
andcovering the buying of used
cars, are outlined in other
publications of the department.
